Тенденції розвитку науковоосвітньої політики в умовах глобалізації публічного управління та діджиталізації суспільства

Abstract

У статті дістали подальшого розвитку теоретичні підходи до формування парадигми розвитку науково-освітньої політики в умовах глобалізації публічного управління та діджиталізації суспільства, що полягають в модернізації існуючих інститутів, розвитку публічно-приватного партнерства, масовості професійної освіти, спрямованої на забезпечення кадрами інноваційної HR-індустрії, відведенні керівної ролі в публічному управлінні інтелектуальному лідерству. Визначено, що сектор науково-освітньої політики пов'язаний з підходами до її організації у нових політичних, економічних, соціальних та культурних умовах. Сучасна науково-освітня політика покликана стати драйвером, основною рушійною силою розгортання інформаційного суспільства. Вона здатна здійснити інституційний перехід суспільних відносин на інший, принципово новий рівень розвитку. Такий підхід передбачає докорінну зміну цілей, змісту та структури суспільних відносин, спрямованих на розвиток інтелектуального потенціалу України. Цю наукову проблему слід розглядати у довгостроковому стратегічному аспекті "діалогічної освіти", в якій освіта розглядається як єдність чотирьох аспектів, серед яких такі: діалог особистості з "іншими", що виражається в орієнтації на формування навичок побудови ефективної, неспотвореної комунікації, міжособистісної інтеракції в умовах постсучасної індивідуалізації та ослаблення соціальних зв'язків; діалог особистості з собою, що полягає в орієнтації на самопізнання і самоактуалізацію, вироблення навичок раціонального мислення, здатності формувати власний світогляд в умовах розвитку культурної постсучасності; формування відповідальної, продуктивно мислячої, вільної особи; діалог зі світом природи, орієнтований знайомство з наукою як особливим культурним феноменом, що грає величезну роль у постсучасному суспільстві; формування адекватного уявлення про її специфіку, можливості та обмеження; виховання екологічного мислення, що долає антагонізм "людина — природа"; діалог культур, зумовлений орієнтацією на мультикультуралізм, усвідомлення цінності культурного різноманіття. Визначено загальні тенденції розвитку науково-освітньої політики у світі, відзначено швидкі темпи розвитку вищої освіти, масовість вищої освіти. Відбувається також диверсифікація освітніх потреб студентів, що навчаються, що сприяє збільшенню різноманітності освітніх планів та програм, виникненню нових спеціалізацій та спеціальностей, що знаходяться на стику двох або декількох предметних областей знань. In the article, the theoretical approaches to the formation of a paradigm for the development of scientific and educational policy in the conditions of the globalization of public administration and digitalization of society, which consist in the modernization of existing institutions, the development of public-private partnerships, the mass of professional education aimed at providing personnel for the innovative HR industry, were further developed in the article. assigning a leadership role in public administration to intellectual leadership. It was determined that the sector of scientific and educational policy is connected with approaches to its organization in new political, economic, social and cultural conditions. Modern scientific and educational policy is designed to become a driver, the main driving force of the development of the information society. It is able to carry out an institutional transition of social relations to another, fundamentally new level of development. Such an approach involves a fundamental change in the goals, content and structure of social relations aimed at the development of the intellectual potential of Ukraine. This scientific problem should be considered in the long-term strategic aspect of "dialogical education", in which education is considered as a unity of four aspects, among which are the following: the dialogue of the individual with "others", which is expressed in the orientation towards the formation of skills for building effective, undistorted communication, interpersonal interaction in conditions of postmodern individualization and weakening of social ties; the dialogue of the individual with himself, which consists in orientation towards self-knowledge and self-actualization, the development of rational thinking skills, the ability to form one's own worldview in the conditions of the development of cultural postmodernity; formation of a responsible, productively thinking, free person; dialogue with the natural world, oriented acquaintance with science as a special cultural phenomenon that plays a huge role in postmodern society; formation of an adequate idea of its specificity, possibilities and limitations; education of ecological thinking that overcomes the antagonism "man — nature"; dialogue of cultures, conditioned by the orientation towards multiculturalism, awareness of the value of cultural diversity. The general trends of the development of scientific and educational policy in the world are determined, the rapid pace of development of higher education and the mass of higher education are noted. The educational needs of students are also diversifying, which contributes to the increase in the variety of educational plans and programs, the emergence of new specializations and specialties that are at the junction of two or more subject areas of knowledge.
