Розвиток публічного управління в умовах урбанізації та зростання ролі міст : історичні аспекти

Abstract

Стаття присвячена еволюційному розвитку міст у контексті його впливу на розвиток публічного управління. Встановлено, що в майбутньому більшість населення світу проживатиме в містах, що певним чином вплине на розвиток процесів публічного управління. У статті висвітлено основні віхи історичного розвитку міст у контексті розвитку публічного управління в умовах урбанізації. Виявлено, що перші міста з'явилися 6000 років тому на Близькому Сході та в районі Інду. Встановлено, що стародавні міста характеризуються подібною організацією міського простору та публічного управління ним — "поліс", або "місто-держава", основними ознаками якого були наявність власного адміністративно-управлінського апарату, розвинуті ремесло й торгівля, писемність тощо. Акцентовано увагу на тому, що серед науковців відсутній єдиний підхід до періодизації урбанізаційних процесів у світі. Проаналізовано й узагальнено основні сучасні підходи дослідників до періодизації урбанізаційних процесів. При цьому з'ясовано, що більшість науковців обгрунтовують три основні етапи історичного розвитку міст: доіндустріальне місто, індустріальне місто та постіндустріальне місто. Показано тривалість кожного з цих етапів. Простежено, як виникали, розвивалися й упорядковувалися міста в доіндустріальну епоху, як зросла їх роль та удосконалювалися механізми управління ними в індустріальний період, а також, наскільки трансформувалися міські простори в постіндустріальний період, коли відбувся перехід до стратегічного планування міського розвитку та бурхливими темпами розвивається цифрова інфраструктура. Виокремлено ключові етапи еволюції міст та відповідно до цього охарактеризовано основні історичні типи міст. За результатами аналізу розроблено таблицю з актуалізованою періодизацією урбанізаційних процесів, історичних типів міст та їх основними характеристиками, у тому числі в контексті їх взаємовпливу на розвиток публічного управління. Обгрунтовано необхідність розуміння процесів зростання ролі міст з найдавніших часів до наших днів задля пошуку ефективних механізмів публічного управління в умовах урбанізаційних змін. The article is devoted to the evolutionary development of cities in the context of its impact on the development of public administration. It has been established that in the future the majority of the world's population will live in cities, it will in some way affect the development of public administration processes. The article highlights the main milestones of the historical development of cities in the context of the development of public management on the condition of urbanization. It has been found that the first cities appeared 6000 years ago in the Middle East and the Indus region. It has been established that ancient cities had a similar organization of urban space and public management of "polis", or "city-state". The main features of ancient cities were the presence of its own administrative and management apparatus, developed crafts and trade, writing, etc. The attention is focused on the fact that among scientists there is no unified approach to the periodization of urbanization processes in the world. So, the main modern approaches of researchers to the periodization of urbanization processes have been analyzed and summarized. At the same time, it has been found that the many scientists substantiate three main stages of the historical development of cities: pre-industrial city, industrial city and post-industrial city. The duration of each of these stages has been shown. It is traced how cities arose, developed and were organized in the pre-industrial era, how their role increased and their management mechanisms were improved in the industrial period, as well as how urban spaces were transformed in the post-industrial period, when the transition to strategic planning of urban development took place and digital technology was developing at a rapid pace. The key stages of the evolution of cities are singled out and, accordingly, the main historical types of cities are characterized. Based on the results of the analysis, a table was developed with an updated periodization of urbanization processes, historical types of cities and their main characteristics, including in the context of their mutual influence on the development of public administration. The need of understanding the processes of the growth of the role of cities from ancient times to the present day in order to find effective mechanisms of public management in the conditions of urbanization changes is substantiated.
