Водні аспекти російської агресії на півдні України

Abstract

Російська агресія докорінно змінила суспільну свідомість українців в тому числі і до навколишнього середовища. Відношення до природних ресурсів вже не буде тим самим. З невпинними кліматичними змінами наше суспільство вже почало розуміти цінність дощу, повноводності рік. Війна ж показала, яких непоправних пошкоджень зазнає не тільки інфраструктура, а і водні, земельні та лісові ресурси. Розглянуто зародження водних конфліктів в Україні та виокремлено їх наслідки для сільського господарства півдня України. Проаналізовано форми водних конфліктів та їхні особливості в умовах російської військової агресії. Проаналізовано випадки екозлочинів з розподілом за областями та категоріями. Запропоновано напрями для післявоєнного відновлення та заходи для уникнення кризових ситуацій водопостачання населення в майбутньому. Russian aggression fundamentally changed the public consciousness of Ukrainians, including the environment. The attitude towards natural resources will no longer be the same. With unceasing climatic changes, our society has already begun to understand the value of rain, a year full of water. The war showed the irreparable damage suffered not only by infrastructure, but also by water, land and forest resources. Water is vital for human health and life, as well as for the full functioning of the economy. Russia's occupation of the Kherson region called into question the provision of water for the population of Mykolaiv and the agriculture of a large part of the southern region. It is this region that consumes the most water with the lowest supply of water resources in general. The origins of water conflicts in Ukraine are considered and their consequences for agriculture in the south of Ukraine are highlighted. The forms of water conflicts and their features in the conditions of Russian military aggression are analyzed. It was determined that the water resources of the south of Ukraine appeared in the form of a trigger for military aggression. Further military actions led to the transition of water resources simultaneously to the form of Weapons and Victims. Cases of ecocrimes were analyzed with distribution by regions and categories. Directions for post-war recovery and measures to avoid crisis situations of public water supply in the future are proposed. It was noted that it is vitally important to develop and implement effective mechanisms of reserve water supply at the state level. The situation, when the inhabitants of half a million cities are faced with the threat of a humanitarian disaster, should not be repeated in the history of Ukraine. It was noted that it is already necessary to develop mobile means of sensor monitoring of water resources. Because at the moment, harmful substances that enter the water due to hostilities cannot be detected by the monitoring tools that are available. As part of the post-war recovery plan, it is proposed to attract international investors to implement projects to expand the territories of irrigated lands.
