Стратегічне управління інноваційним розвитком сільськогосподарських підприємств

Abstract

Стаття присвячена розгляду організаційних засад формування системи стратегічного управління інноваційним розвитком сільськогосподарських підприємств. Встановлено, що основним напрямом стратегічного розвитку й підвищення рівня ефективності виробництва є його інтенсифікація, комплексна механізація та автоматизація виробничих процесів, доступність позикових коштів для розвитку матеріально-технічної бази, використання інвестиційно-інноваційного потенціалу з метою збільшення обсягів виробництва продукції, а отже, зниження собівартості виробництва продукції та нарощення прибутку, ефективне використання якої в подальшому забезпечить високий рівень конкурентоспроможності підприємства та зміцнення їх економічного стану. Вважаємо, що модель стратегічного управління повинна базуватися на інтенсифікації галузі за рахунок впровадження інноваційних технологій та включати в себе такі етапи: 1 етап — визначення стратегічних орієнтирів — цілепокладання; 2 етап — стратегічний аналіз; 3 етап — розробка стратегій, орієнтованих на інноваційні технології ведення виробництва в сільськогосподарських підприємствах; 4 етап — розробка механізмів реалізації стратегії; 5 етап — підвищення рівня компетенції розробників і виконавців стратегічних планів; 6 етап — оцінка ефективності та контроль за виконанням стратегічних планів. На нашу думку, у процесі стратегічного управління має виявитися творча взаємодія між керівниками різного рівня, керівниками і спеціалістами, причому ступінь формалізму в їхніх відносинах повинен бути гранично низьким. Оцінювання ефективності стратегій залежить від типу завдань, які вирішуються, та може проводитися за такими напрямами: визначення економічної ефективності стратегій; оцінка соціальної ефективності стратегічних рішень; визначення технічної ефективності рішень, що приймаються; оцінка екологічної ефективності стратегій; комплексна оцінка ефективності стратегічних рішень з урахуванням економічних, технічних, соціальних та екологічних наслідків. При визначенні оцінки ефективності сільськогосподарського виробництва важливими критеріями є максимізація прибутку та екологічна безпека кінцевої продукції. Отже, стратегічне управління в сільськогосподарських підприємствах являє собою процес розробки перспективної моделі майбутнього стану організації, яка дозволяє враховувати вплив факторів зовнішнього середовища та включає механізми пристосування до них і нейтралізації їх негативного впливу через набір адаптаційних стратегій та стратегій росту. The article is devoted to the consideration of the organizational foundations of the system formation of strategic management of the agricultural enterprises innovative development. It was established that the main direction of strategic development and increasing the level of production efficiency is its intensification, complex mechanization and automation of production processes, the availability of loan funds for the development of the material and technical base, the use of investment and innovation potential with the aim of increasing the volume of production, therefore reducing the cost price production and profit growth, the effective use of which in the future will ensure a high level of competitiveness of the enterprise and strengthening of its economic condition. Let`s consider that the strategic management model should be based on the intensification of the industry due to the introduction of innovative technologies and include the following stages: 1st stage — determination of strategic guidelines — goal setting; 2nd stage — strategic analysis; stage 3 — development of strategies focused on innovative production technologies in agricultural enterprises; 4th stage — development of strategy implementation mechanisms; 5th stage — increasing the level of competence of developers and executors of strategic plans; stage 6 — performance evaluation and control over the implementation of strategic plans. We believe that in the process of strategic management should appear a creative interaction between managers of different levels and specialists, moreover the level of formalism in their relations should be extremely low. Evaluating the effectiveness of strategies depends on the type of tasks being solved, and can be held in the following areas: determining the economic effectiveness of strategies; assessment of the social effectiveness of strategic decisions; determination of the technical efficiency of the decisions that are in process of making; assessment of the environmental effectiveness of strategies; comprehensive assessment of the effectiveness of strategic decisions, taking into account economic, technical, social and environmental consequences. The maximization of profit and environmental safety of the final producs are important criteria in determining the evaluation of the efficiency of agricultural production. So, strategic management in agricultural enterprises is a process of developing a prospective model of the future organization`s state, which allows to take into account the influence of external environmental factors and includes mechanisms for adapting to them and neutralizing their negative impact through a set of adaptation strategies and growth strategies.
