Механізми взаємодії з громадськістю в енергетичній сфері України

Abstract

У статті проаналізовано основні механізми взаємодії з громадськістю в енергетичній сфері України. Зазначено, що на сьогодні взаємодія держави та інститутів громадянського суспільства характеризується поліаспектністю форм та механізмів їх реалізації. Однак значна частина з них реалізується з певними особливостями та відхиленнями від загальноприйнятих стандартів (зокрема, оптимальному розподілі та перерозподілі обмежених суспільних ресурсів, що відповідало би принципам раціональності та домінуючим у суспільстві уявленням про соціальну справедливість). Доведено, що в енергетичній сфері спостерігається, принаймні формально, широке використання різноманітних механізмів взаємодії (консультації з громадськістю, участь у громадських радах, робочих групах, громадські експертизи та моніторинги, громадські слухання, інформаційні запити до органів державної влади тощо) та намагання слідувати загальноприйнятим принципам. Разом з тим, на сьогодні узгодження інтересів заінтересованих сторін з боку Міністерства енергетики України як правило зводиться до банального інформування громадськості щодо діяльності міністерства, консультацій з громадськістю та різноманітних форм партнерства. Визначено ключові напрями удосконалення існуючих механізмів взаємодії з громадськістю в енергетичній сфері, а саме необхідність чіткої ідентифікації та структурування основних груп заінтересованих сторін, задіяних у виробленні публічної політики в енергетичній сфері; запровадження нових механізмів комунікації між експертами, членами консультативно-дорадчих органів та представниками міністерства (онлайн-платформи, віртуальні кабінети та конференцзали тощо); проведення регулярних онлайн-трансляцій засідань консультативно-дорадчих органів при міністерстві, а також проведення засідань у межах консультацій з громадськістю. The article analyzes the main mechanisms of interaction with the public in the energy sector of Ukraine. It is noted that today the interaction of the state and institutions of civil society is characterized by multifaceted forms and mechanisms of their implementation. However, a significant part of them is implemented with certain features and deviations from generally accepted standards (in particular, the optimal distribution and redistribution of limited public resources, which would correspond to the principles of rationality and the dominant ideas of social justice in society). This is due to a whole complex of both objective (the COVID-19 pandemic) and subjective reasons (the general inertia of public authorities in establishing productive relations with the public, the lack of identification of the main interested parties in the development of public policy by state authorities authorities, lack of a strategy for the development of consultative and advisory bodies under ministries and agencies, etc.). It has been proven that in the energy sector there is, at least formally, a wide use of various interaction mechanisms (consultations with the public, participation in public councils, working groups, public expertise and monitoring, public hearings, information requests to state authorities, etc.) and efforts to follow generally accepted principles. At the same time, today the coordination of the interests of the interested parties by the Ministry of Energy of Ukraine is usually reduced to banal informing the public about the Ministry's activities, consultations with the public and various forms of partnership. The key areas of improvement of the existing mechanisms of interaction with the public in the energy sphere have been determined, namely the need for clear identification and structuring of the main groups of interested parties involved in the development of public policy in the energy sphere; introduction of new communication mechanisms between experts, members of advisory bodies and representatives of the ministry (online platforms, virtual offices and conference rooms, etc.); conducting regular online broadcasts of meetings of consultative and advisory bodies under the ministry, as well as holding meetings within the framework of consultations with the public.
