Концепт екологічної ідентичності публічного службовця

Abstract

У статті окреслено основні екологічні проблеми сьогодення, зокрема показано, що зростання глобальної екологічної кризи певним чином зумовлено діяльністю людей, безвідповідальним споживчим ставленням. Дана діяльність ставить під загрозу не лише життя людей, але й призводить до глобального руйнування усіх екосистем. Доведено, що актуальним завданням для науки публічного управління є дослідження феномену екологічної ідентифікації публічних службовців. Розкрито головне завдання дослідження, яке полягало у виявленні основних характеристик категорії екологічної ідентичності як джерела мотивації для прийняття екологоцентричних управлінських рішень. Подано дефініцію поняття "екологічна ідентичність", показано основні елементи формування та актуалізації екологічної ідентичності публічних службовців, розглянуто основні ефекти впливу екологічної ідентичності на поведінку як індивідуума так і групи осіб. Доведено, що важливість формування екологічної ідентичності полягає у тому, що вона здійснює вплив на систему цінностей, мислення та поведінку, що, у свою чергу, впливає на прийняття політичних рішень. Концепт екологічної ідентичності дозволяє вивести екологічну політику у новий вимір, де активну особисту участь приймає людина. The article outlines the main environmental problems of today, in particular, it is shown that the growth of the global environmental crisis is in a certain way due to the activities of people, irresponsible consumer attitudes. This activity endangers not only human life, but leads to the global destruction of all ecosystems. It is proved that the actual task of the science of public administration is to study the phenomenon of environmental identification of public servants. Domestic and foreign scientific funds are analyzed. However, despite the thoroughness of the theoretical processing of identity problems, the issue of ecological identification of public servants remains without the attention of scientists, therefore, it requires a deeper analysis, which makes our study relevant. The aim of the study is to study environmental identity as a factor in the pro-ecological behavior of public servants in the modern world of globalization and integration. The main task of the study is revealed, which was to identify the main characteristics of the category of environmental identity as a source of motivation for making managerial decisions and the formation of supply and demand in the markets of "green" goods and services. The methodological basis of this study was an interdisciplinary approach, including a comparative analysis of the scientific discourse on the very concept of "ecological identity". The authors define the concept of "ecological identity", shows the main elements of the formation and actualization of the ecological identity of public servants, considers the main effects of the influence of ecological identity on the behavior of both an individual and a group of persons. Ecological identity can be defined as the connection of an individual or a group of people with the environment, identifying themselves as its integral part, which is reflected in the perception of the problems of the natural environment and individual or group behavior, stimulates environmental protection activities and other forms of environmental activity. The promotion of ecological knowledge is considered as a basic component of their formation. It has been proved that the importance of the formation of ecological identity lies in the fact that it influences the system of values, thinking and behavior, which in turn influences political decision-making. The concept of environmental identity allows us to bring environmental policy to a new dimension, where people take an active part. We see prospects for further scientific research in the development of a paradigm of environmental management during martial law.
