Удосконалення елементів системи енергетичного аудиту в забезпеченні енергоефективності та енергоощадності

Abstract

У статті узагальнено склад елементів системи енергетичного аудиту в Україні. Висвітлено вимоги Європейської Директиви з енергоефективності щодо дотримання зобов'язань в частині енергоаудиту. Визначено кваліфікаційні критерії проведення енергетичних аудитів. Узагальнено мету, завдання, об'єкти та суб'єкти енергетичного аудиту згідно Типової методики, затвердженої Національним агентством України з питань забезпечення ефективного використання енергетичних ресурсів. Розширено та модернізовано окремі елементи системи енергоаудиту. Уточнено зміст понять "замовник" та "виконавець" енергоаудиту. Розглянуто і доповнено загальні та спеціальні принципи енергетичного аудиту. Особлива увага в статті приділена типам (експрес аудит, детальний та комплексний аудит) та видам енергоаудиту (первинний, періодичний, позачерговий, локальний, експрес-аудит, специфічний аудит). Висвітлено відмінності між детальним та комплексним енергетичним аудитом. Запропоновано класифікувати енергетичні аудити в розрізі наступних видів: незалежний (добровільний та обов'язковий) та державний енергоаудит. Узагальнено та визначено підходи щодо поглиблення класифікації енергетичного аудиту в Україні. Зокрема, пропонується класифікувати енергоаудит за наступними класифікаційними ознаками: за законодавчими вимогами (незалежний та державний); за порядком призначення (первинний та повторюваний), за масштабами охоплення (суцільний та вибірковий), по відношенню до суб'єкта (внутрішній та зовнішній, за часом проведення (попередній, поточний та наступний), за способом організації (плановий та раптовий). The article summarizes the composition of the elements of the energy audit system in Ukraine. The requirements of the European Directive on energy efficiency regarding compliance with obligations in terms of energy audit are highlighted. Qualification criteria for conducting energy audits have been defined. The purpose, tasks, objects and subjects of the energy audit are summarized in accordance with the Standard Methodology approved by the National Agency of Ukraine for ensuring the effective use of energy resources. Separate elements of the energy audit system have been expanded and modernized. The meaning of the terms "customer" and "performer" of energy audit has been clarified. The general and special principles of energy audit have been reviewed and supplemented. Special attention in the article is paid to types (express audit, detailed and complex audit) and types of energy audit (primary, periodic, extraordinary, local, express audit, specific audit). The differences between a detailed and a comprehensive energy audit are highlighted. It is proposed to classify energy audits into the following types: independent (voluntary and mandatory) and state energy audits. The existing and proposed energy audit classification procedure (according to legal requirements) is presented. The approaches to deepening the classification of energy audit in Ukraine are summarized and defined. In particular, it is proposed to classify the energy audit according to the following classification features: according to legislative requirements (independent and state); according to the order of appointment (primary and repeated), according to the scale of coverage (continuous and selective), in relation to the subject (internal and external, according to the time of implementation (previous, current and subsequent), according to the method of organization (planned and sudden). In general, the article improves the elements of the energy audit system to ensure energy efficiency, energy saving and energy independence, which corresponds to the main directions and tasks of the Energy Strategy of Ukraine.
