Функція оцінювання в діяльності регіонального органу місцевого самоврядування в умовах децентралізації влади

Abstract

У статті зроблено спробу проаналізувати оцінювання як окрему функцію органу публічної влади. Узагальнено різні підходи дослідників до визначення понять "функція органу місцевого самоврядування", "оцінювання", методологічні підходи до класифікації їхніх функцій. Охарактеризовано теоретичні розробки щодо визначення природи оцінювання як функції органу публічної влади і як окрему підсистему системи розробки та впровадження політики або публічного управління з притаманними тільки їй функціональними характеристиками. Висвітлено різні підходи до класифікації завдань оцінювання як невід'ємного етапу формування та реалізації публічної політики. На основі моделей функціонування та циклічного здійснення публічної політики обгрунтовано політичну природу обласних рад, особливість розробки і впровадження їхніх рішень, а відповідно необхідність впровадження функції оцінювання в їх діяльність. The article is devoted to an actual topic, because the process of reforming local self-government is ongoing in Ukraine. After implementing changes at the basic level, it is important to reform regional self-government. It is not only about organizational changes, but about the transformation of the essence of their power competences. It is extremely necessary to resolve the issue regarding the list of functions that should be assigned to regional councils and their future executive committees. The article attempts to analyze evaluation as a separate function of a public authority. Based on the analysis of existing studies, it is claimed that when studying the functions of regional local selfgovernments, the function of evaluating political decisions and their implementation results in practice practically wasn't considered. The different approaches of researchers to the definition of the concepts of "function of the local self-government", "evaluation", methodological approaches to the classification of their functions are summarized. The theoretical developments regarding the definition of the nature of evaluation as a function of a public authority and as a separate subsystem of the policy development and implementation system or public administration with its unique functional characteristics are characterized. The main arguments used to justify each of the two positions are defined. There are highlighted various approaches to the classification of evaluation tasks as an integral stage of the formation and implementation of public policy. It is emphasized that each of the above classifications reflects the multifaceted nature of the management powers of public authorities at different levels and provides an opportunity to model transformational changes in the conditions of decentralization. On the basis of models of functioning and cyclical implementation of public policy, the political nature of regional councils, the peculiarity of the development and implementation of their decisions, and, accordingly, the need to introduce the evaluation function into their activities are substantiated.
