Закономірності функціонування та тенденції розвитку вищої освіти у контексті транснаціоналізації та масовості онлайн освіти

Abstract

У статті дістали подальшого розвитку закономірності розвитку вищої освіти в національних системах світу з виділенням основних з них, які мають значний вплив на процеси змін, що відбуваються: розвиток транснаціональної освіти (єдиних міжнародні стандарти, інтернаціоналізація навчальних програм, віртуальна мобільність, цифрове навчання, франчайзинг, міжнародна конкуренція); розвиток онлайн освіти (онлайн доступ до освітніх програм, масові відкриті онлайн курси); розвиток інтеграції та формування ієрархії ЗВО у світовому освітньому просторі (формування великих інтеграційних структур університетської освіти на національному, регіональному та міжнародному рівнях). Встановлено, що значні зміни відбулися під впливом процесів глобалізації та інтернаціоналізації, і академічному співтовариству потрібно вирішувати питання єдиних міжнародних стандартів, інтернаціоналізації навчальних програм, віртуальної мобільності, цифрового навчання, франчайзингу, а також міжнародної конкуренції. Інтернаціоналізація перетворилася на важливий чинник розвитку вищої освіти ХХІ століття, а процеси інтернаціоналізації відрізняються не лише високим рівнем складності, а й різноманіттям прояву. Визначено, що онлайн-доступ до освітніх програм найкращих університетів покращують шанси працевлаштування та кар'єрного зростання. Участь елітних університетів у проектах онлайн-освіти, підтримка цих проектів великими виробничими компаніями, є очевидним свідченням того, що онлайн навчання перетворюється на важливу частину майбутньої вищої освіти. Дослідники, зайняті проблемами розвитку вищої освіти у світі характеризують цей феномен стрімкого входження на ринок освітніх послуг платформ, що реалізують масові відкриті онлайн курси, як "демократизацію вищої освіти". Міжнародними організаціями та урядами різних країн всіляко заохочується створення інститутів міжнаціональної взаємодії установ вищої освіти, здатних забезпечувати високу конкурентоспроможність у світовому освітньому просторі вишів, які не мають ознак особливого статусу. Внаслідок такої взаємодії з'являються міжнародні консорціуми університетів, яким зусиллями ЗВО різних країн вдається вирішення складних завдань, що стоять перед світовою академічною спільнотою. Оскільки розвиток глобальної мережі вищої освіти несе за собою загрозу не лише посилення процесів "викачування" талантів, а й повної втрати ідентичності національних систем вищої освіти, то держави продовжуватимуть усіляко підтримувати процеси інтеграції в національних системах вищої освіти. The article further developed the patterns of development of higher education in the national systems of the world, highlighting the main ones that have a significant impact on the processes of changes taking place: the development of transnational education (unified international standards, internationalization of educational programs, virtual mobility, digital learning, franchising, international competition); development of online education (online access to educational programs, mass open online courses); development of integration and formation of the hierarchy of higher education institutions in the world educational space (formation of large integration structures of university education at the national, regional and international levels). It is established that significant changes have taken place under the influence of globalization and internationalization processes, and the academic community needs to address the issues of uniform international standards, internationalization of educational programs, virtual mobility, digital learning, franchising, as well as international competition. Internationalization has become an important factor in the development of higher education in the 21st century, and the processes of internationalization are distinguished not only by a high level of complexity, but also by a variety of manifestations. It was determined that online access to educational programs of the best universities improves the chances of employment and career growth. The participation of elite universities in online education projects, the support of these projects by large manufacturing companies, is a clear indication that online learning is becoming an important part of future higher education. Researchers concerned with the development of higher education in the world characterize this phenomenon of the rapid entry into the educational services market of platforms implementing mass open online courses as "democratization of higher education." Modern information technologies and information search tools determine new models of behavior of higher education organizations around the world, form a special sign system or a special language, which is the interaction of the parties involved in the process of providing educational services. Big business is paying more attention to successful educational platforms. Business enterprises are extremely interested in scientific developments aimed at attracting innovations to production and actively finance research. But the introduction of scientific developments requires constant updating of the knowledge of both the employees of the developing companies and the companies that buy these new products. With the emergence of platforms, businesses have the opportunity to successfully implement educational programs aimed at constant updating of knowledge, including for the working population. As a result, joint educational programs are being implemented, which are beneficial to both educational platforms and enterprises developing innovations. Such cooperation leads to the advancement of new technologies throughout the world. International organizations and governments of various countries encourage the creation of institutes of international interaction of institutions of higher education capable of ensuring high competitiveness in the world educational space of higher education institutions that do not have signs of a special status. As a result of such interaction, international consortia of universities appear, which, thanks to the efforts of higher education institutions of different countries, manage to solve complex tasks facing the world academic community. Since the development of the global network of higher education carries with it the threat not only of strengthening the processes of "pumping out" of talents, but also of the complete loss of identity of national systems of higher education, the states will continue to support the processes of integration in national systems of higher education in every possible way.
