Вплив воєнного стану на підприємництво в Україні: поточний стан та перспективи його стабілізації

Abstract

Лютий 2022 року став місяцем, який розділив життя України на до та після. Росія напала на Україну і змусила мільйони людей залишити свої домівки, а тисячі підприємств припинити свою роботу. Життя країни на декілька тижнів повністю завмерло. Проте для перемоги у цій війни важлива не лише робота збройних сил, а й забезпечення надійного економічного фронту. У цих умовах важливим є повноцінне відновлення роботи підприємств, які є ключовими елементами розвитку економіки. Саме тому вкрай важливою є потреба оцінити вплив воєнного стану на підприємництво в Україні для окреслення подальших перспектив стабілізації роботи бізнесу та відновлення економіки країни. У науковій статті розглянуто загальну оцінку впливу воєнного стану на економіку країни за підрахунками Національного банку України та Міжнародного валютного фонду. Проведено галузеву оцінку впливу війни на підприємства України у розрізі аграрної та металургійної галузі, сфери інформаційних технологій, логістику та страховий сектор. Досліджено тенденції щодо переміщення бізнесу. Наведено статистику кількості підприємств, які працювали одразу після початку війни та через декілька місяців. Визначено ставлення підприємств до перспективи відновлення діяльності та швидкості повернення показників до довоєнного рівня. Розглянуто заходи з боку держави, на які очікують підприємства для підтримки своєї діяльності. Досліджено потребу у фінансових ресурсів підприємств після відновлення їх діяльності та джерела з яких бізнес очікує їх отримати. Розглянуто заходи, вжиті державою для підтримання роботи підприємств. February 2022 became the month that divided the life of Ukraine into before and after. Russia attacked Ukraine and forced millions of people to leave their homes and thousands of businesses to stop working. Life in the country came to a complete standstill for several weeks. However, in order to win this war, not only the work of the armed forces is important, but also the provision of a reliable economic front. In these conditions, it is important to fully restore the work of enterprises, which are key elements of economic development. That is why it is extremely important to assess the impact of the state of war on entrepreneurship in Ukraine in order to outline further prospects for business stabilization and recovery of the country's economy. The scientific article examines the general assessment of the impact of martial law on the country's economy based on the calculations of the National Bank of Ukraine and the International Monetary Fund. A sectoral assessment of the impact of the war on Ukrainian enterprises was carried out in terms of the agricultural and metallurgical industries, the information technology sphere, logistics and the insurance sector. Trends in business relocation were studied. The statistics of the number of enterprises that worked immediately after the start of the war and several months later are given. The attitude of enterprises to the prospect of resuming activity and the speed of returning indicators to the pre-war level has been determined. Measures from the state, which are expected by enterprises to support their activities, are considered. The need for financial resources of enterprises after the restoration of their activities and the sources from which the business expects to receive them have been studied. Measures taken by the state to support the work of enterprises are considered.
