Оцінювання сучасного стану розвитку спортивно-оздоровчої діяльності на макро-, мезо- та мікрорівнях

Abstract

Метою статті є оцінювання сучасного стану розвитку спортивно-оздоровчої діяльності на макро-, мезо- та мікрорівнях. Визначено, що у сучасному світі спортивно-оздоровча сфера стає пріоритетним напрямком розвитку для багатьох держав. Дедалі частіше систему охорони здоров'я розглядають у нерозривному зв'язку із спортивною діяльність. Наголошено, що на державному рівні забезпечується здоров'я не тільки теперішнього наявного населення, а і майбутніх поколінь населення, що можливо забезпечити через систему розвитку спортивно-оздоровчої діяльності. Проведений аналіз за період 2015—2020 роки показав, що відбувалося зменшення рівнів фінансування сфери охорони здоров'я і у співвідношенні відсотків до ВВП, і у співвідношенні відсотків до Зведеного бюджету. Проаналізовано, що фінансування сфери освіти та соціального захисту за весь досліджуваний період витісняють видатки на охорону здоров'я в розрізі структури видатків Державного бюджету України, а починаючи із 2018 року навіть видатки на економічну діяльність випереджають видатки на охорону здоров'я. Визначено, що видатки Державного бюджету на духовний та фізичний розвиток, потрапляючи до категорії пріоритетних, уступають майже всім напрямам пріоритетних видатків, випереджаючи тільки видатки на охорону навколишнього природного середовища. Досліджено, що за 2015—2020 роки у структурі видатків центрального уряду питома вага видатків на охорону здоров'я зменшилася (у відсотках до ВВП з 3,2% до 2,5%, а у відсотках до Державного бюджету з 11,0% до 9,6%), частка видатків видатки на духовний та фізичний розвиток майже не змінилася, при цьому питома вага видатків на економічну діяльність, безпеку, судову владу та оборону зросли. Визначено, що урядом України відбулося здійснення фінансового вирівнювання можливостей сфери охорони здоров'я на рівні різних громад з різними фінансовими можливостями і забезпечити громадянам гарантований необхідний рівень медичних послуг. Наголошено, про важливість перерозподілу коштів у системі видатків держави, адже попередньо сформовані певні тенденції економічного зростання є недостатніми, економіка нашої держави залишається дуже вразливою. The aim of the article is to assess the current state of development of sports and health activities at the macro, meso and micro levels. It is determined that in the modern world the sports and health sphere is becoming the best direction of development for many countries. More and more health care systems are inextricably linked to sports. At the state level, the health of not only the current population is ensured, but also the development of the future population, possibly through the system of sports and health activities. The analysis for the period of 15—200 years showed that the budget is declining at the level of health care and in the ratio of interest to GDP and in the ratio of interest to the Consolidated. It is analyzed that the financing of education and social protection for the entire study period displaces health care expenditures in terms of the structure of expenditures of the State Budget of Ukraine, and starting in 2018, even expenditures on economic activity outpace health care expenditures. It is determined that the expenditures of the State Budget for spiritual and physical development, joining the categories, are almost all areas of the best expenditures, ahead of only expenditures on environmental protection. It is investigated that for 2015—2020 in the structure of central government expenditures the share of health expenditures decreases (as a percentage of GDP from 3.2% to 2.5%, and as a percentage of the state budget from 11.0% to 9.6%), the share of expenditures on spiritual and physical development has not changed, in this regard the weight of expenditures on economic activity, security, judiciary and defense has increased. It was possible for the Government of Ukraine to financially equalize the opportunities in the field of health care at different levels of public finance and to provide citizens with the necessary level of medical services. The redistribution of funds to the expenditure system has been announced, as certain pre-existing trends of economic growth are insufficient, and the economy of our state remains very vulnerable.
