Державна служба як основа державного управління

Abstract

Державна служба виникла та існує там, де є держава. Це основа державної влади та правовий механізм управління суспільством. У багатьох розвинених країнах світу державна служба є одним із ключо¬вих елементів системи державного управління, ефективне функціонування якої забезпечує дотримання конституційних прав і свобод громадян, послідовний і сталий розвиток країни. Вона є джерелом регулювання більшості соціальних проблем і змінюється в залежності від соціально¬го та економічного рівня кожної країни, її режиму та форм правління. Без державної служби неможливо реалізувати різноманітні завдання та функції, які покладаються на державу, розвинені країни просто втра¬тять правові механізми управління нею і не зможуть стабільно існувати. Проаналізовано особливості державної служби та державного управління. Розглянуто місце держав¬ної служби у функціонуванні та розвитку державного управління. Визначено відповідні цілі державної служ¬би. Встановлено необхідність розмежування політичних і адміністративних посад у державній службі. Основне, визначальне, що сприяє перетворенню державної служби на дієвий інститут державного уп¬равління, полягає у розширенні та зміцненні взаємозв'язків державного апарату з суспільством і грома¬дянами на всіх рівнях і за всіма аспектами. Ця взаємодія має йти як по лінії сприйняття і відображення в державному управлінні потреб, інтересів та цілей життєдіяльності суспільства, так і по лінії зворотних процесів впливу держави та її органів на свідомість, поведінку та діяльність людей, а також створювані ними структури. В умовах пандемії у державному управлінні не повинно відбуватися просто скорочення зайнятості, а має бути переглянуто необхідність використання потенціалу державних службовців у напрямах, які по¬ требують їх застосування. Також останнім варіантом для використання мають бути заходи зменшення оплати праці державних службовців, оскільки це негативно вплине на їх мотивацію управлінської діяль¬ності та в цілому на рівень державного управління. Рекомендовано запровадити успішну практику роботи державної служби у Нідерландах — "компактний уряд". Подальшими науковими розвідками мають стати побудова сучасної моделі державної служби в умовах антикризового державного управління. Civil service originated and exists where there is a state. This is the basis of state power and the legal mechanism of governing society. In many developed countries, the civil service is one of the key elements of the public administration system, the effective functioning of which ensures the observance of constitutional rights and freedoms of citizens, consistent and sustainable development of the country. It is the source of regulation of most social problems and varies depending on the social and economic level of each country, its regime and forms of government. Without the civil service it is impossible to implement the various tasks and functions entrusted to the state, developed countries will simply lose the legal mechanisms of its management and will not be able to exist stably. Features of civil service and public administration are analyzed. The place of civil service in the functioning and development of public administration is considered. Relevant goals of the civil service have been identified. The need to differentiate between political and administrative positions in the civil service has been established. The main determinant that contributes to the transformation of the civil service into an effective institution of public administration is to expand and strengthen the relationship of the state apparatus with society and citizens at all levels and in all aspects. This interaction should be in the line of perception and reflection in public administration of the needs, interests and goals of society, and in the line of reverse processes of influence of the state and its organs on the consciousness, behavior and activities of people and their structures. In a pandemic, public administration should not simply be reduced in employment, but the need to use the potential of civil servants in areas that need to be applied should be reconsidered. Also, the last option to use should be measures to reduce the salaries of civil servants, as this will negatively affect their motivation for management and the level of public administration in general. It is recommended to introduce a successful practice of civil service in the Netherlands — "compact government". Further scientific research should be the construction of a modern model of civil service in anti¬-crisis public administration.
