Ключові аспекти формування національної безпеки в умовах становлення окремих засад неформальної освіти (теоретико-прикладний аналіз)

Abstract

Статтю присвячено науковому обгрунтуванню та дослідженню проблематики формування національ¬ної безпеки в умовах становлення окремих засад неформальної освіти. У контексті проведеного дослідження представлено ряд рекомендацій, які дозволять активніше впроваджувати практики неформального навчання та механізми оцінки отриманих у ньому компетенцій, що особливо актуально в аспекті формування національної безпеки. По¬-перше, необхідна інформаційна підтримка неформального навчання: роз'яснення його можливостей та доступних моделей визнання от¬риманих компетенцій як одного із ключових інструментів розвитку людського капіталу, подолання "ква¬ліфікаційного відставання", використання досвіду та навичок для реальної економіки. По¬-друге, реаліза¬ція пілотних проєктів на корпоративному та регіональному рівні, формування позитивних кейсів незалежної оцінки та визнання компетенцій (наприклад, створення центрів компетенцій, незалежних центрів серти¬ фікації), їх позиціонування як приклади успішної практики може сприяти розвитку неформального осві¬ти, прискорить інституційні зміни та прямо й опосередковано впливатиме на концепцію становлення національної безпеки. По¬-третє, для включення неформальної освіти в систему навчання протягом усього життя має бути створена система кредитів та заліків, поширена на всі рівні освіти середня, професійна та вища, а також на корпоративне навчання. Важливим інструментом поширення практик неформального навчання може стати стимулювання роботодавців, які використовують систему визнання компетенцій працівників, отриманих у неформальному навчанні та розвивають корпоративне навчання своїх праців¬ників. Існуючі нормативні положення та законодавчі акти, як на рівні корпорацій та регіонів, так і на націо¬нальному рівні мають бути доповнені нормами, які сприятимуть впровадженню практик визнання компе¬тенцій, здобутих у неформальній освіті. The article is devoted to the scientific substantiation and research of the problems of formation of national security in the conditions of formation of separate bases of non-formal education. In the context of the study, a number of recommendations are presented that will allow for more active implementation of non¬formal learning practices and mechanisms for assessing the competencies acquired in it, which is especially relevant in terms of national security. First, we need informational support for non¬formal learning: explaining its capabilities and available models for recognizing acquired competencies as one of the key tools for human capital development, overcoming the "skills gap", using experience and skills for the real economy. Secondly, the implementation of pilot projects at the corporate and regional level, the formation of positive cases of independent assessment and recognition of competencies (eg, creation of competence centers, independent certification centers), their positioning as examples of good practice can promote non¬-formal education, accelerate institutional change and directly and will indirectly influence the concept of national security. Third, in order to include non¬formal education in the lifelong learning system, a system of credits and credits must be established, extended to all levels of education secondary, vocational and higher, as well as to corporate learning. An important tool for disseminating non¬formal learning practices can be to stimulate employers who use the system of recognition of competencies of employees acquired in non¬formal learning and develop corporate training of their employees. Existing regulations and legislation, both at the level of corporations and regions, and at the national level should be supplemented by norms that will promote the implementation of practices for the recognition of competencies acquired in non¬formal education. It was stated that the study of key and doctrinal aspects of national security in the formation of certain principles of non¬formal education, study of international experience in assessing and validating competencies acquired in non¬formal and informal learning, reviewing the policy of recognition of competencies at international, national and local levels, recognition and use of the presented aspects.
