Макроекономічне оцінювання ефективності інвестицій у розвиток людського капіталу

Abstract

У статті узагальнено теоретико-¬методологічні підходи до оцінювання ефективності інвестицій у розвиток людського капіталу на макроекономічному рівні. Виявлено, що оцінювати еконо¬мічну ефективність інвестицій в людський капітал лише базуючись на рівень інвестицій в освіту недостатньо. Для забезпечення максимального рівня врахування вкладу витрат на розвиток людського потенціалу необхідно, щоб всі складові елементи інвестицій перебували у про¬ порційній взаємозалежності. Ефективність сумарних інвестицій в людський капітал необхідно визначати за інтегрованим підходом, що і є актуальним завданням формування людського капіталу в умовах інноваційної економіки для досягнення конкурентоспроможного рівня. Оскільки основним джерелом інвестування в людський капітал є особисті доходи (приватні інвестиції) необхідно, щоб мінімальна вартість інвестицій в людський капітал дорівнювала мінімальному розміру оплати праці, що визначається прожитковим мінімумом, який натепер час далекий до врахування всіх витрат на відтворення людського капіталу і відповідно вимагає розробки оптимальних загальнодержавних та регіональних програм відтворення трудового по¬ тенціалу. The paper summarizes theoretical and methodological approaches to assessing the effectiveness of investments in the development of human capital at the macroeconomic level. It was revealed that it is not enough to evaluate the economic efficiency of investments in human capital only on the basis of the level of investment in education. To ensure the maximum level of accounting for the contribution of human development costs, it is necessary that all the constituent elements of investment be in proportional interdependence. The effectiveness of total investments in human capital must be determined by the built¬in approach, which is the actual task of forming human capital in an innovative economy in order to achieve a competitive level. Most often, the human development index is used as an integral indicator, taking into account changes in life expectancy, education, and gross domestic product per capita. The analysis for 2015— 2019 showed a positive trend — an increase of 4.3%, mainly due to GDP per capita in terms of consumer ability (by 31.3%). When accounting for intellectual capital, it is recommended to use the ratio of the market value of an intellectual object to the cost of a replacement object. This method is aimed at measuring the effectiveness of investing in educational and intellectual capital, therefore, using the level of the coefficient, it is possible to ensure the adoption of the optimal decision on investing in human capital. Efficiency is confirmed by the highest level of the coefficient, when an intellectual object becomes interesting for investment with the possibility of obtaining super profits from the use of human capital. Since the main source of investment in human capital is personal income (private investment), it is necessary that the minimum cost of investment in human capital be equal to the minimum wage determined by the living wage, which is currently far from taking into account all the costs of reproducing human capital and, accordingly, requires the development optimal national and regional programs for the reproduction of labor potential. Therefore, the continuation of research in this direction approaches to the analysis of the modern structure of human capital and the formation of an optimal concept of investing in the elements of its structure are typical for Ukraine.
