Глобалізаційні детермінанти зовніішньоекономічної політики держави

Abstract

У статті проаналізовано значення та роль зовнішньо-економічної політики у системі засобів впли-ву держави на розвиток економічних процесів. Досліджено поширення політики економічного протекціонізму в умовах загострення конкуренції між країнами за доступ до національних ринків. Розк¬рито теоретичні засади впливу урядів з використанням інструментарію регулятивного впливу на фун¬кціонування економіки за умов глобальної конкуренції. Доведено, що залежність національної еко¬номіки від вузького діапазону експорту породжує ризики, пов'язані з відсутністю диверсифікації й посилює вразливість, пов'язану з економічною відкритістю. Визначено, що держава покликана підтримувати суб'єкти національного підприємництва, бути активною учасницею світогосподарських відносин. Звертається увага на те, що на міжнародній арені широко використовуються неекономічні методи розв'язання підприємницьких проблем. Акценто¬вано увагу на перспективних напрямах підвищення ефективності впливу зовнішньоекономічної політики на процеси досягнення конкурентоспроможності національними компаніями на основі вива¬женої державної стратегії в умовах глобальної конкуренції. Обгрунтовано необхідність пошуку інструментарію ефективної державної підтримки виходу українських експортерів на нові ринки збуту з продукцією високого ступеня переробки. Доведено, що на нинішньому етапі розвитку Україні не обійтися без державної підтримки і поси-лення захисту національного виробника. Зроблено висновок про те, що застосування системного та комплексного підходу на основі урахування світових трендів, оцінки впливу на бізнес і суспіль-ство, національний і локальний рівень економічної активності забезпечить належну реалізацію дер¬жавної зовнішньоекономічної політики. The article analyzes the importance and role of foreign economic policy in the system of means of state influence on the development of economic processes. The spread of the policy of economic protectionism in the conditions of intensification of competition between countries for access to national markets is studied. Theoretical bases of government influence with the use of tools of regulatory influence on the functioning of the economy in the conditions of global competition are revealed. The dependence of the national economy on a narrow range of exports has been shown to create risks associated with a lack of diversification and increase the vulnerability associated with economic openness. This indicator largely depends on the structure of the national economy. It is established that the export of key materials and raw materials is a negative phenomenon. It is determined that the dependence on strategic imports indicates the extent to which the country's economy needs to import raw materials to ensure its own production. The resource recipient country has been found to be highly dependent on the supplier, which has a negative impact on its economic security. It is determined that the state is called to support the subjects of national entrepreneurship, to be an active participant in world economic relations. It is noteworthy that non¬economic methods of solving business problems are widely used in the international arena. This makes it clear that a strong state is now needed not only to ensure a level playing field in the domestic market, but also to support national entrepreneurship in world markets. Emphasis is placed on promising ways to increase the effectiveness of the impact of foreign economic policy on the processes of achieving competitiveness of national companies on the basis of a balanced state strategy in global competition. The results of the study prove the need to reformat the state economic regulation, change its key emphases in order to increase the effectiveness of state influence on economic activity. The potential risks associated with the consolidation and strengthening of mostly raw material specialization of Ukrainian exports and, consequently, the preservation of the raw material structure of Ukraine's economy in general have been revealed. Attention is drawn to the need to find tools for effective state support for Ukrainian exporters to enter new markets with highly processed products. It is proved that at the current stage of Ukraine's development the government support and protection of the national producer is necessary in order to help competitive enterprises, sectors and sectors of the economy to compete with imports. It is concluded that the application of a systematic and integrated approach based on global trends, assessing the impact on business and society, national and local level of economic activity will ensure the proper implementation of state foreign economic policy.
