Облік, оподаткування та виплати по електронних лікарняних: вітчизняний та зарубіжний досвід

Abstract

Для забезпечення ефективного управління інформацією у медицині необхідно використання електронної медичної картки в Україні зроблено крок для оптимізації цих процесів е-¬лікарня¬ний. Наразі медицина потребує структурування електронної медичної картки, яка має врахо¬вувати загальні мінімальні вимоги, що належать до її функцій, відповідно до національного законодавства. На підставі цих міркувань у цій статті пропонується оцінити роботу електронної медичної картки та дослідити досвід зарубіжних країн. Вивчення цих вимог призвело до мо¬делі структури електронної медичної картки. Тип та формат даних для забезпечення взаємодії з майбутніми медичними картотечними системами, починаючи з інформаційних ланцюгів, характерні для медичного кабінету, що в майбутньому призведе до моделі електронної медичної картки. У статті розглянуто тенденції та особливості розвитку медицини в контексті застосування інформаційних технологій та запровадження електронного документу обігу лікарняних, що призводить до зміни принципів роботи та зменшення бюрократичних процесів, але в свою чергу звертає увагу бухгалтерів, для правильної роботи та обрахунків у випадку захворювань чи не¬ щасних випадків на підприємствах. У статті розглянуто тенденції та особливості впровадження електронних медичних лікарня¬них, особливості використання, обліку та порівняння із існуючими системами. Public sector organizations around the world are using social media as part of a growing e¬ government agenda. These include government health departments, health agencies, and state¬ funded medical and research organizations. To ensure effective information management in medicine, it is necessary to use an electronic medical card in Ukraine, a step has been taken to optimize these processes E¬-Hospital. At present, medicine needs to structure an electronic medical record, which must take into account the general minimum requirements related to its functions, in accordance with national legislation. Based on these considerations, this article proposes to evaluate the work of the electronic medical record and to study the experience of foreign countries. The study of these requirements led to a model of the structure of the electronic medical record. The type and format of data to ensure interoperability with future medical record systems, starting with the information chains specific to the medical office, which in the future will lead to the model of electronic medical record. The article examines the trends and features of medical development in the context of information technology and the introduction of electronic documents of hospital circulation, which leads to changes in the principles of work and reduce bureaucratic processes, but in turn draws the attention of accountants for proper operation and calculations at enterprises. The article considers the trends and features of the introduction of electronic medical hospitals, features of use, accounting and comparison with existing systems. E¬-hospital is just the beginning in advancing information technology in medicine, foreign experience shows that it is a long and painstaking process that leads to a change of approach not only in medicine but also in taxation, insurance, government, and on the other hand eliminates bureaucratic obstacles and saves time. When working with e¬-hospitals should use the algorithmic approach described in the article, and accountants should pay attention to the Tax Code of Ukraine and be able to use electronic government portals and systems. In general, the project has the potential to develop and increase the chances of the project in the state of the smartphone, but this path is not easy and as foreign experience shows, requires phasing, staff training and 5—7 years to bring all processes to work and interaction. The purpose of this article is to analyze the operation of this system, and to analyze the principles on which similar products work abroad.
