Актуалізація універсального базового доходу в пандемічний і постпандемічний періоди

Abstract

У постпандемічний період для України вкрай важливим залишається необхідність збереження й підтримки достатнього рівня добробуту населення, пом'якшення негативних наслідків кризи для засобів до існування людей. Тому в статті здійснено спробу систематизувати існуючий досвід впровадження безумовного базового доходу як інструменту, що згладжує та нівелює зростаючий розрив у доходах населення, посилює соціальний захист населення в умовах різкого скорочення та повільного відновлення робочих місць, зумовлених поширенням коронавірусної хвороби. Коротко розкрито сутність концепцій безумовного базового доходу, безумовних базових послуг, гарантованого мінімального доходу, виокремлено принципову відмінність між ними. Проаналізовано деякі соціальні експерименти з виплати базового доходу, показано експериментальний досвід та наслідки впровадження базового доходу на національному та муніципальному рівні, зроблено відповідні висновки. Виявлено закономірності обгрунтування і встановлення величини безумовного базового доходу у порівнянні з національними соціальними стандартами та середньою заробітною платою в соціальних експериментах, що можуть слугувати для подальших національних досліджень в інших країнах. Показано вітчизняний досвід з уведення універсального базового доходу. Обгрунтовано необхідність проведення в Україні пілотних наукових досліджень впливу базового доходу на поведінку її громадян різних соціальних груп за підтримки та патронажу уряду для врахування особливостей національного менталітету. In the post-pandemic period for Ukraine the necessity of preserving and maintaining sufficient level of wellbeing of the population, and elimination of negative consequences of the crisis for people's livelihood is very important. That is why this article tries to systematize the existing experience of implementation of universal basic income as a tool to mitigate and eliminate the growing gap in incomes of the population, Strengthens social protection of the population in conditions of a sharp decrease and total renewal of jobs caused by the spread of coronavirus disease. The essence of the concepts of universal basic income, universal basic services, guaranteed minimum income is briefly disclosed, and the principle difference between them is specified. Analysed a number of social experiments in different cranes on payment of basic income, shows the experience they have gained and the results of the implementation of universal basic income at the national and municipal level and for the regions of different levels of development. It was concluded that numerous local experiments with the universal basic income contribute to improvement of economic stability of physical persons and their psychological and emotional state during social and economic crises (such as decline in production or structural unemployment), but in general threaten the cancellation / replacement of existing social programs and the growth of inflation. The article reveals the regularities in establishing the value of insane basic income in comparison with national social standards and average wages in social experiments, which can serve as a basis for further national studies in other countries. It shows the mostly negative and sometimes absent domestic experience of introducing universal basic income and directing the Ukrainian social policy towards re-consolidation and "reloading" of the existing basic services. The necessity of carrying out in Ukraine pilot scientific research of the influence of universal basic income on the behavior of its citizens of different social groups with the support and patronage of the government for taking into account the peculiarities of national mentality is substantiated.
