Підходи до вироблення політики уряду в умовах невизначеності

Abstract

Вироблення політики є достатньо складним та неоднозначним процесом. В умовах невизначеності, криз, пандемій та різких змін він (процес вироблення політики) потребує ще більшої уважності та гнучкості. А якщо людство стикається з новим викликом, таким як пандемія COVID-19, глобальні наслідки якої є безпрецедентними, рішення необхідно приймати в дуже невизначеному, складному та швидко мінливому середовищі, враховуючи першочергово такий фактор, як людські життя. З початку пандемії уряди різних країн приймали ті чи інші рішення у боротьбі з епідемією та її наслідками. Як свідчить історія, наявність в урядів напрацьованих підходів та реакцій в умовах невизначеності та пандемій, дає можливість з меншою складністю реагувати на певні події та скорочувати негативні наслідки. Винесені уроки, зібрані кейси, наявність кризового менеджменту допомагають урядам приймати більш сміливі рішення та мати у своєму арсеналі різноманітні сценарії як у середньостроковій, так і в довгостроковій перспективі. Against the background of deepening financial constraints and the public demand for greater accountability, it is becoming increasingly important to develop the most effective and efficient approach to policymaking. This issue is becoming more relevant and complex in conditions of uncertainty or crisis. One of the latest challenges facing the governments of many countries has been the pandemic and its aftermath. Governments reacted differently, trying to establish high-level institutional arrangements. The pandemic revealed gaps in government coordination and the availability of evidence for policy-making. This directly impacts the nature and quality of the measures taken to overcome the crisis and its consequences. Managing the coronavirus crisis and overcoming its socio-economic consequences requires bold policy decisions and actions to support the health care system, ensure continuity of education, preserve business and jobs, maintain the stability of financial markets, and so on. Under such circumstances, policies to contain and reduce the impact of the pandemic while providing basic services require the development of management approaches that are understandable, trustworthy, take into account the interests of the majority of stakeholders and coordination and cooperation of all levels of government. Research has shown that countries with strong democratic institutions, the rule of law, protection of property rights and political stability have been more effective in countering the pandemic and responding to its consequences. In addition, history has shown that governments' approaches and responses to uncertainties and pandemics make it less difficult to respond to certain events and reduce negative consequences. Generalization of the experience of creating new approaches to policy making in other countries of the world will provide an opportunity to develop further recommendations for Ukraine. Lessons learned, case studies collected, and crisis management help governments make bolder decisions and have in their arsenal a variety of scenarios, both in the medium and long term.
