Перспективи розвитку товарної біржової торгівлі в Україні

Abstract

У статті досліджуються особливості та передумови розвитку товарної біржової торгівлі в Україні. Надано характеристику сучасного стану товарних бірж у світі та в Україні; проаналізовано зарубіжний досвід розвитку товарних бірж на прикладі Польщі та Китаю та альтернативних шляхів хеджування ризиків учасників ринку; виявлено напрями державного впливу на розвиток товарних бірж в Україні. Ключовими передумовами розвитку національної товарної біржової торгівлі визначено: здійснення структурних економічних змін у напрямі посилення конкуренції та зменшення частки тіньового сектору; законодавчі зміни у сфері регулювання біржової діяльності, сприятливі для об'єднання бірж, пропозиції ними сучасних послуг, уніфікації біржових товарів, розвитку електронної біржової торгівлі; активізація біржами діяльності із залучення більшої кількості клієнтів шляхом підвищення доступності електронної біржової торгівлі, організації торгівлі деривативами, надання гарантій виконання угод. The article examines the features and problems of commodity exchange trade in Ukraine. Modern conditions of commodity exchanges in the world and in Ukraine are characterized; the foreign experience of commodity exchanges development on the example of Poland and China and alternative ways of hedging the risks of market participants are analyzed; directions of state influence on the development of commodity exchanges in Ukraine are revealed. It was found that during the thirty years of independence in Ukraine influential commodity exchange market wasn't formed. Despite the unreasonably large number of registered commodity exchanges, they don't have a significant impact on the volume of exchange goods trade and the pricing process for these goods. The majority of functioning exchanges do not disclose information about the results of their activitiy. The exception is the Ukrainian Energy Exchange, which, firstly, provides information on sales volumes, the number of concluded agreements, and secondly, strengthens its influence on the energy market by increasing the number of bidders and trade volumes. It was found that the development of commodity exchanges in Poland and China based on the development of the economies of these countries. There were such factors of the exchange trade development as favorable market situation, introduction of effective regulatory norms within the framework of purposeful policy to stimulate the functioning of exchanges, provision of quality services by exchanges, including modern types of contracts. The key prerequisites for the development of national commodity exchange trade are: implementation of structural economic changes in the direction of increasing competition and reducing the share of the shadow sector; legislative changes in the field of regulation of exchange activities, which are favorable for the unification of exchanges, offer of modern services by exchanges, unification of exchange goods, development of electronic exchange trade; intensification of exchanges' activity to attract more clients by increasing the availability of electronic exchange trading, organization of trading by derivatives, provision guarantees for the implementation of transactions.
