Вплив бюджетного дефіциту на фінансову безпеку України

Abstract

У статті розглянуто сучасні реалії впливу дефіциту бюджету на фінансову безпеку країни. Досліджено економічну сутність бюджетного дефіциту і фінансової безпеки держави. Зазначено, що саме бюджетний дефіцит виникає внаслідок незбалансованості бюджету, тобто нестачі бюджетних коштів у порівнянні з потребою в них для фінансування необхідного обсягу державних витрат.Цей процес свідчить про перевищення видатків бюджету над його доходами. Розширюючи фінансові можливості держави, бюджетний дефіцит генерує численні потенційно негативні наслідки, що вимагає вироблення комплексного підходу до управління процесом балансування бюджету. Досліджено вплив бюджетного дефіциту на фінансову безпеку країни завдяки індикаторів бюджетної безпеки. Розкрито складові фінансової безпеки, розраховано індикатори бюджетної безпеки. Відповідно до встановлених норм індикаторів зроблено їхнє порівняння з граничними значеннями згідно з Методичними рекомендаціями з визначення рівня економічної безпеки України. Визначено, що фінансовий стан держави є незадовільним та має негативну тенденцію. Виявлено, що такий стан виник за відсутності ефективного управління державним бюджетом. Доведено, що саме від дій влади залежить стабілізація економічної ситуації за рахунок оптимізації структури видатків бюджету, зменшення обсягу державного боргу та витрат на його обслуговування. Запропоновано шляхи скорочення бюджетного дефіциту та покращення соціально-економічного та фінансового стану країни. The article considers the current realities of the impact of the budget deficit on the financial security of the country. The economic essence of the budget deficit and financial security of the state is studied. It is noted that the budget deficit arises due to budget imbalances, due to lack of budget funds compared to the need for them to finance the required amount of government spending. This process indicates the excess of budget expenditures over its revenues. Expanding the financial capabilities of the state, the budget deficit generates numerous potentially negative consequences, which requires the development of a comprehensive approach to managing the process of balancing the budget. It is substantiated that the state budget deficit needs financial support from the economic authorities of the state, as the spread of the pandemic has reduced budget revenues and increased expenditures. The factors of the balanced debt policy of the state are revealed. The main directions of measures aimed at reducing the size of the budget deficit are considered. It is determined that the financial condition of the state is unsatisfactory and has a negative trend. It was found that this situation arose in the absence of effective management of the state budget. It was stressed that the state needs to adopt and implement in society a package of laws aimed at stabilizing the economy, finances and overcoming the crisis. Today, the only salvation from the inevitable crisis for our country are institutional investors. That is why cooperation with the IMF remains important for Ukraine even in times of money surplus on world markets. It is proved that the stabilization of the economic situation depends on the actions of the authorities by optimizing the structure of budget expenditures, reducing the amount of public debt and the cost of servicing it. Ways to reduce the budget deficit and improve the socio economic and financial condition of the country are proposed. The reduction of budgetary risks will depend on how timely and rationally the state has responded to internal and external threats in the fiscal, socio-economic and political spheres of the country.
