Теоретичні засади планування обсягів соціального інвестування, яке здійснюється за рахунок коштів місцевих бюджетів

Abstract

Метою цього дослідження є розроблення теоретичних засад планування обсягів соціального інвестування, яке здійснюється за рахунок коштів місцевих бюджетів територіальних громад. Розглянуто можливості використання на регіональному рівні програмно-цільового методу планування соціальних інвестицій. Запропоновано послідовність процесу планування обсягів та структури соціальних інвестицій, які здійснюються за рахунок коштів місцевих бюджетів. Ця послідовність передбачає використання програмно-цільового методу планування двічі: спочатку на етапі встановлення цілей соціального інвестування, а потім — на етапі визначення його пріоритетних напрямів. Представлено перелік основних завдань стратегічного планування видатків місцевих бюджетів. Визначено головні способи оптимізації обсягів сподіваних потреб у соціальних інвестиціях у розрізі кожного об'єкта (установи) кожної сфери соціального інвестування на рівні територіальної громади. Виділено недоліки, які притаманні вітчизняній практиці соціального інвестування, що здійснюється за рахунок коштів місцевих бюджетів. An important area of economic growth of any country is increasing of the quantitative and qualitative parameters of its human resources. At the same time, such an increase requires significant social investment in education, health, culture and the development of other areas that directly determine the amount of human capital. To a large extent, these investments are made at the regional level, which necessitates significant investment expenditures, which must bear the budgets of local communities. In the context of decentralization, which has taken place in Ukraine in recent years, the capacity of local authorities to finance the social needs of the respective regions has increased, as well as to invest in social investments from local budgets. However, the needs of local communities in such investments currently significantly exceed the capacity of local budgets to meet these needs. This necessitates the improvement of the planning process of the social investment volume at the expense of local budgets territorial communities, which, in turn, necessitates the development of scientifically sound theoretical foundations of such planning. Given this, the purpose of this study is to develop theoretical foundations for planning the social investment volume, which is carried out at the expense of local communities' budgets. Possibilities of using the program"target method of social investment planning at the regional level have been considered. The process sequence of the planning volume and structure of social investments, which are carried out at the expense of local budgets has been proposed. This sequence involves the use of program"target planning method twice: first at the stage of setting social investment goals, and then at the stage of determining its priorities. The main tasks list of local budget expenditures' strategic planning has been presented. The main optimization ways of the expected needs for social investment in terms of each area object (institution) of social investment at the level of the territorial community have been identified. The shortcomings inherent in the domestic practice of social investment, which is carried out at the expense of local budgets, have been highlighted.
