Арктичний регіон у зовнішній політиці США за адміністрації Д. Трампа

Abstract

У статті проаналізовано Арктичний регіон у зовнішній політиці США за адміністрації Д. Трампа. Охарактеризовано нормативно-правову базу арктичної політики Д. Трампа, яка була оновлена у 2019-2020 рр. Виявлено, що зовнішньополітичні ініціативи Д. Трампа на арктичному напрямі орієнтовані на такі сфери: 1) військово-оборонна та мілітаризація Арктики (протидія Росії та Китаю, а також залучення до Арктики НАТО); 2) енергетична (зняття мораторію на видобуток нафти і газу на Алясці). Автори дійшли висновку, що політика США за президентства Д. Трампа відрізняється від політики Б. Обами та є більш жорсткою. The article analyzes the Arctic region in US foreign policy under the Trump administration. It was revealed that the intensification of Trump’s policy in the Arctic region took place in 2019-2020. The legal framework of Trump’s Arctic policy, which was updated in 2020 in connection with the publication of the Presidential Memorandum entitled «Memorandum on the Protection of US National Interests in the Arctic and Antarctica» is described. The US Department of Defense (2019) and the US Air Force (2020) have their own versions of the Arctic Strategy. It was found that Trump’s foreign policy initiatives in the Arctic are focused on the following areas: 1) military defense and militarization of the Arctic (opposition to Russia and China, as well as NATO involvement in the Arctic); 2) energy (lifting the moratorium on oil and gas production in Alaska). D. Trump is in favor of actively building the US own fleet of icebreakers and countering Russia in this. In particular, the United States is stepping up cooperation with NATO member states in such construction. The Trump administration’s permission to produce oil and gas in Alaska runs counter to Canadian policy. In particular, the conflict of interest between the United States and Canada in the Arctic took place in the context of US statements on the acquisition of Greenland in Denmark. Although the sale did not take place, the United States is actively promoting its initiatives in Greenland. The authors concluded that the US policy under Trump’s presidency differs from that of Obama’s presidency and «harder», although it became active only in 2019- 2020.
