Сучасні механізми залучення молоді до розвитку громадянського суспільства

Abstract

У статті розглядаються найбільш перспективні напрями залучення молоді до процесу становлення громадянського суспільства з врахуванням важливості розгортання євроінтеграційної стратегії в Україні. Обґрунтовується особлива роль дослідження соціальних Інтернет-мереж та необхідності формування системи громадянської освіти як провідних завдань забезпечення реальної участі молоді у розвитку вітчизняного громадянського суспільства. Підкреслено, що саме молодь виступає нині чільним творцем глобального «мережевого суспільства, найбільш потужним системоутворюючим ресурсом якого стають соціальні інтернет-мережі, що виконують декілька важливих соціальних функцій, зокрема обслуговування громадських інтересів і потреб та формування громадської думки. Доведено, що українська молодь може стати впливовим актором громадянського суспільства за умов подолання імітаційних ініціатив і практик громадянської активності, формування почуття політичної відповідальності на індивідуальному і груповому рівнях як засади утвердження «зрілого» громадянського суспільства. The article considers the most promising areas of youth involvement in the process of formation of civil society, taking into account the importance of deploying the European integration strategy in Ukraine. The special role of the study of social Internet networks and the need to form a system of civic education as the leading tasks of ensuring the real participation of young people in the development of domestic civil society is substantiated. It is emphasized that young people are now the leading creators of the global “network society, the most powerful system-forming resource of which are social Internet networks, which perform several important social functions, including serving public interests and needs and forming public opinion. In order to increase the level of youth participation in the process of decentralization and community development, it is proposed to encourage youth to cooperate with local authorities at the level of partnership and dialogue. Including through the creation of Youth Management Bodies, they are guided not from the center, but locally, involving young people in the decision-making process at the partnership level, thus guaranteeing maximum participation and joint decision-making, as well as the formation of youth policy with the participation of young people. In order to change this situation, it is necessary to involve young people in cultural processes at the local, regional and national levels, including young people should be involved in the strategic planning of cultural development both at the level of cities and the state as a whole. It is proved that Ukrainian youth can become an influential actor in civil society by overcoming imitation initiatives and practices of civic activity, forming a sense of political responsibility at the individual and group levels as a basis for establishing a “mature” civil society.
