Об’єднані територіальні громади Миколаївської області в умовах децентралізації: індикатори ефективності

Abstract

У статті розкривається проблема суб’єктивних чинників, що сприяють ефективності розвитку територіальних громад. В багатьох дослідженнях звертається увага на економічне становище об’єднаних територіальних громад, матеріальне ресурсне забезпечення, організаційно-правові основи функціонування місцевого самоврядування, вивчення різного досвіду зарубіжних країн тощо. Проте, важливо звернути увагу на інший фактор ефективної діяльності громад – активність та зацікавленість самих членів громади у реалізації заходів щодо сприяння ефективному розвитку ОТГ. В цьому контексті запропоновано визначити і проаналізувати індикатори ефективності об’єднаних територіальних громад в умовах реформи децентралізації. Для ілюстрації основних положень були обрані ОТГ Миколаївської області - Веселинівська ОТГ, Воскресенська ОТГ, Олександрівська ОТГ. Зазначені громади були утворені у 2016 році, мають приблизно однакову чисельність членів територіальної громади та є селищними громадами. В процесі дослідження було проаналізовано стратегії розвитку ОТГ із зроблено висновки, що формальний підхід до формування стратегії означає, що у громади немає чіткого плану свого майбутнього розвитку, що може призвести до низького рівня активності громадян в майбутньому при всіх можливих заходах її підвищення. Також в процесі дослідження акцентовано увагу на здатність об’єднаної територіальної громади діяти в інтересах всієї громади, а не її окремої одиниці – цей принцип має визначальне значення у комунікативній здатності громади. Як результат, маємо наступні індикатори, що впливають на ефективний розвиток громади: людські ресурси, розумна громада, стратегія розвитку і місцева ідентичність. В статті обґрунтовано, що успішний розвиток об’єднаних територіальних громад має і суб’єктивні фактори, що безпосередньо впливають на фінансову спроможність та розвиток матеріальної бази територіальної громади. А зацікавленість місцевого населення до більш активної участі в управлінні місцевими справами, прискорює процеси формування громадянського суспільства в Україні. The article reveals the problem of subjective factors that contribute to the effectiveness of the development of territorial communities. A lot of studies pay attention to the economic situation of the united territorial communities, material resources, organizational and legal framework for the functioning of local self-government, and the study of various experiences of foreign countries. However, it is important to pay attention to another factor of the effective communities` activity - the activity and interest of community members in the implementation of measures to promote the effective development of the united territorial communities (UTC). In this context, it is proposed to identify and analyze indicators of the effectiveness of united territorial communities in the context of decentralization reform. To illustrate the main provisions, we chose the UTCs of the Mykolayiv region namely - Veselinovskaya UTC, Voskresenskaya UTC, Oleksandrivska UTC. These communities were formed in 2016, have approximately the same number of members of the territorial community and also are village communities. The study analyzes UTC`s strategies of development and concluded that a formal approach to strategy formation means that the community does not have a clear plan for its future development, which can lead to low activity in the future with all possible measures to increase it. The study also focuses on the ability of a united territorial community to act in the interests of the whole community, rather than its individual unit - this principle is crucial in the communicative ability of the community. As a result, we have the following indicators that influence the effective development of the community: human resources, smart community, strategy of development and local identity. The article substantiates that the successful development of united territorial communities has subjective factors that directly affect the financial capacity and development of the material base of the territorial community. And the interest of local population in more active participation about the management of local affairs accelerates the processes of formation of Ukraine’s civil society.
