Зовнішня політика країн Скандинавії у сфері безпеки та оборони у постбіполярний період

Abstract

Дисертаційну роботу присвячено комплексному дослідженню еволюції безпекового та оборонного компоненту у зовнішній політиці скандинавських країн у постбіполярний період. Авторська концепція дослідження представлена цілісним аналізом причинно-наслідкових зв’язків між трансформаціями зовнішньополітичних стратегій скандинавських держав у сфері безпеки та оборони та їх практичного втілення. Основна увага приділяється співробітництву цих країн з ключовими гравцями трансатлантичного безпекового простору – НАТО та ЄС; ролі країн Скандинавії у миротворчості під егідою ООН та регіональній співпраці цих країн, зокрема взаємовідносинам з країнами Балтії. Події останніх років актуалізували зростання ролі безпекового та оборонного компоненту у політиці країн Скандинавії, зважаючи на різний ступінь їх залучення до європейських та євроатлантичних структур. This research is dealt with evolution of security and defense component in foreign policy in the Scandinavian countries during the post-bipolar period. The focus is made upon collaboration of the noted countries with key players of the transatlantic security area – NATO and the EU; upon the role of Nordic countries in peacekeeping under the UN and regional cooperation between these countries, including the relationship with the Baltic countries. In connection with the events of recent years the need to describe the security features of the foreign policy course of the Scandinavian countries – Denmark, Finland, Norway, Sweden and Iceland – is being arisen with aim to understand the place and role of these countries in the global dimension of international relations. The changes over the last twenty-five years in the world in general and in Europe in particular prompted these countries to revise their traditional views on security in the region and the Euro-Atlantic area (especially regarding neutral Finland and Sweden). Despite varying degrees of integration of the Nordic countries into European and Euro-Atlantic structures, the author insists on the unity of their foreign security strategies arising from practical steps upon implementing their national military and political interests in the international arena in the postbipolar period. The study traced the main stages of the evolution of the Euro-Atlantic direction of security and defense policy of each of the Scandinavian countries and revealed (as one of the main trais of such policy after the collapse of the bipolar system of international relations) the tendency to establish partnership of the neutral countries – Finland and Sweden – with NATO through participation in its program «Partnership for peace». As to the European security area it is defined different degree of involvement of the Nordic countries into the Common Security and Defense Policy and the EU and at the same time gradually increasing level of interest upon interaction between Scandinavia and the EU in security and defense in the recent period. The study analyzed the role of the Nordic countries in the UN peacekeeping operations and determined that the Nordic cooperation within the international organization has established quite the form that took place during the second half of the twentieth century. Taking part in peacekeeping under UN auspices Scandinavian countries have developed a model of close cooperation that even for some time these countries were considered as a single organism.
