Механізми публічного управління у сфері забезпечення якості вищої освіти в Україні

Abstract

Узагальнено результати наукових досліджень щодо тлумачення феномену якості вищої освіти та визначено теоретико-методологічні та науково-прикладні підходи до розвитку його категоріального змісту у межах сучасного наукового дискурсу. Розглянуто особливості прояву якості вищої освіти на рівні одного з основних об’єктів публічного управління у соціально-гуманітарній сфері, а також визначено детермінанти його актуалізації в системі менеджменту якості освітньої діяльності закладів вищої освіти та якості вищої освіти. Проведено темпорально-просторовий аналіз формування змісту феномену якості вищої освіти та надано характеристику основних елементів її системи. З’ясовано рівні прояву феномену якості вищої освіти та надано характеристику змісту кожного з них через призму місця та ролі держави в системі управлінських впливів на визначені детермінанти відповідного об’єкту. Конкретизовано зміст та структуру системи забезпечення якості вищої та визначено найбільш ефективні за очікуваними результатами свого впливу методи, інструменти та важелі публічного управління її функціонуванням та подальшим розвитком. За результатами узагальнення змісту наукових підходів щодо визначення категоріально змісту механізмів державного та публічного управління, а також тлумачення дефініції комплесного механізму публічного управління було сформульовано визначення комплексного механізму публічного управління забезпеченням якості вищої освіти. Систематизовано основні етапи становлення та розвитку системи забезпечення якості освітньої діяльності в Європейському просторі вищої освіти, а також визначено місце та роль держави на кожному з них. За результатами аналізу практик функціонування моделей забезпечення якості вищої освіти Фінляндії, Сполученого Королівства Великої Британії і Північної Ірландії та Республіки Польща, опрацьовано рекомендації щодо удосконалення змісту механізмів публічного управління у сфері забезпечення якості вищої освіти в Україні. За результатами концептуалізації тлумачень феномену державної політики у сфері освіти, а також аналізу особливостей прояву його основних детермінант в системі практик використання механізмів публічного управління було конкретизовано зміст державної політики щодо забезпечення якості вищої освіти, а також визначено основні принципи її формування. Сформульовано завдання суб’єктів публічного управління щодо напрямів реалізації державної політики у сфері забезпечення якості вищої освіти. Обґрунтовано потенціали механізмів ліцензування та сертифікації професійної діяльності науково-педагогічних працівників для забезпечення якості вищої освіти, а також запропоновано напрями вдосконалення механізмів призначення керівників ЗВО та укладання контрактів з науковопедагогічними працівниками в системі публічного управління забезпеченням якості вищої освіти. За результатами проведеного дисертаційного дослідження були розроблені практичні рекомендації щодо напрямів удосконалення змісту та практики використання механізмів публічного управління у сфері забезпечення якості вищої освіти в Україні. The results of scientific researches on interpretation of the phenomenon of the higher education quality are summarized, as well as theoretical and methodological and scientific-applied approaches to the development of its categorical content within the framework of the modern scientific discourse are defined. Peculiarities of expression of higher education quality at the level of one of the main objects of public administration in social and humanitarian sphere are considered, as well as the determinants of its actualization in the system of management of quality of educational activity of institutions of higher education and quality of higher education are defined. The topic-space analysis of the formation of the content of the phenomenon of quality of higher education and the description of the main elements of its system was carried out. The level of development of the phenomenon of higher education quality has been determined and the content characteristics of each of them has been described because of the place and role of the state in the system of administrative influence on the determined determiners of the corresponding object. The content and structure of the system of quality assurance is specified and the most effective methods, tools and levers of public management of its functioning and further development are determined according to the expected results of its influence. Basing on the results of generalization of the contents of scientific approaches concerning definition of the categorical content of the mechanisms of state and public administration, as well as interpretation of definition of the collective mechanism of public administration of assurance of higher education quality was formulated. The main stages of formation and development of the system of assurance of educational activities quality in the European space of higher education, as well as the place and role of the state at each of them are defined. Based on the results of the analysis of the practice of functioning models of assurance of higher education quality in Finland, the United Kingdom of Great Britain and Northern Ireland and the Republic of Poland, the recommendations on improvement of the content of public management mechanisms in the sphere of quality assurance of higher education in Ukraine have been elaborated. Basing on the results of conceptualization of the interpretation of the phenomenon of state policy in the sphere of education, as well as analysis of the peculiarities of its main determinants in the system of practices of public administration mechanisms, the content of the state policy on ensuring the quality of higher education was specified, as well as the basic principles of its formation were defined. The tasks of public administration entities regarding the directions of implementation of state policy in the sphere of assurance of higher education quality have been formulated. The potential of the mechanisms of licensing and certification of professional activities of scientific and pedagogical workers for assurance of quality of higher education has been substantiated, as well as the directions of improvement of mechanisms of appointment of heads of the Institute of Higher Education and signing of contracts with scientific and pedagogical workers in the system of public administration of quality of higher education has been proposed. Based on the results of the research, practical recommendations were developed on the directions of improvement of the content and practice of public management mechanisms in the sphere of quality assurance of higher education in Ukraine.
