Урядова фінансова підтримка науково-інноваційного розвитку : порівняння політики Китаю та інших країн

Abstract

Статтю присвячено проблемам активізації урядової підтримки наукових інновацій в Китаї на основі міжнародного досвіду. Автори акцентують увагу на тому, що наукові інновації є визначальним чинником як для розвитку конкретних держав, так розвитку всього людства. У статті вивчено існуючі тенденції фінансування урядами різних країн наукових інновацій. Для обгрунтування своїх висновків автори аналізують обсяги фінансування науково-дослідних та дослідно-конструкторських робіт у різних державах. Проаналізувавши основні інструменти, які використовує сучасний уряд Китаю щодо активізації науково-інноваційної діяльності, визначено недостатність фінансування саме сфери фундаментальних досліджень. На основі аналізу міжнародного досвіду в статті зроблено пропозиції щодо підходів до фінансування наукових інновацій, формування різних політик фінансування, створення інноваційних баз тощо. В статті приділено окрему увагу питанням застосування фінансових інструментів активізації наукових інновацій з боку держави або підприємств. Зокрема, в роботі визначаються ефективними такі інструменти, як інноваційні ваучери, державні закупівлі наукових послуг, гарантії за кредитами, бюджетні дотації та субсидії. The article is devoted to the problems of intensifying government support for scientific innovation in China based on international experience. The authors emphasize that scientific innovation is a determining factor for the development of individual States and the development of all mankind. The article examines the existing trends in the funding of scientific innovations by governments of different countries. To substantiate their conclusions, the authors analyze the amount of financing allocated for research and development work in different countries. After analyzing the main tools used by the current Chinese government to intensify research and innovation, the lack of funding for basic research has been identified. Upon examination of current problems and international experience, this article offers proposals as for approaches to funding scientific innovation, making various funding policies, creation of innovation bases, support for key industrial technologies etc. Having reviewed current scientific publications, the authors draw attention to the need to promote the development of research institutes, universities, enterprises by optimizing the allocation of resources; development of scientific laboratories; creation of a system of innovation triangles "industry — universities — research centers"; strengthening the innovative component of qualified personnel training, as well as the legal protection of intellectual property rights. The article pays special attention to the application of financial instruments by a government and enterprises to intensify scientific innovations. In particular, the paper deals with the effectiveness of the operation of innovation vouchers, the system of public procurement of scientific services, loan guarantees, budget grants and subsidies. The authors use current statistics, referring to the work of scientists from Ukraine, other post-Soviet countries and Chinese scientists. The conclusions note the fruitfulness of using certain financial instruments, typically practiced in modern China, to intensify scientific and innovative activities in Ukraine.
