Інвестування телекомунікацій у розвитку ІКТ України

Abstract

Ціллю статті є проведення аналізу стану та тенденцій інвестування сфери телекомунікацій у контексті розвитку ІКТ України протягом 2010–2020 років. Вид економічної діяльності "Інформація і телекомунікації" залишався привабливим для інвестування у вітчизняній економіці у 2010—2020 роках. Обсяг інвестування у кризисному 2020 році зріс на 1% навпаки загальній тенденції падіння інвестування по країні в цілому. Періоди масштабного інвестування у діяльність "Інформація і телекомунікації" безпосередньо пов'язані з піками інвестування в розвиток мереж мобільного зв'язку. Протягом 2010–2020 років інвестиції у телекомунікації складають більше 60% від загального розміру інвестицій у діяльність "Інформація і телекомунікації". Перехід на новий стандарт зв'язку у 2015 році обумовив збільшення частки капітального інвестування у щорічних доходах в середньому з 15 до 19%. Показано, що телекомунікаційні компанії заклали достатню технічну базу для розвитку жорсткої та м'якої інфраструктури цифровізації та поширення ІКТ. The aim of the article is to analyze the situation and trends of telecommunications investment in the context of Ukrainian ICT development in 2010—2020. The type of economic activities "Information and Telecommunications" was in demand for investment in the Ukrainian economy in 2010–2020. Internet access has become the most consumed service in Ukrainian telecommunications and provided most of its revenue. The volume of ICT investment in the crisis 2020 year increased by 1% in contrast to the general downward trend in investment in the country. Traditionally, the main financial source of investment was the own funds of economic entities (more than 80%), external sources were bank loans. In addition, the authorities' participation at the local and state levels in financing computer programming and publishing, broadcasting and television is positive. Tangible assets, mostly in machinery and equipment, dominated the objects of investments. Investing in intangible assets were concentrated in the software of telecommunications. Periods of largescale investment in "Information and Telecommunications" activities are directly related to the peaks of investment in the development of mobile networks standard. During 2010— 2020, investments in telecommunications were taking more than 60% of the total investment in "Information and Telecommunications" activities. However, this share was reduced from 74% to 67%. The transition to the new standard of communications in 2015 caused an increase in an average share of capital investment in annual income from 15 to 19% in "Information and Telecommunications" activities. There are the two trends: increasing the productivity of the telecommunications sector and reducing the share of its investments in the total investment of "Information and Telecommunications" activities. It has been shown Ukrainian telecommunications have formed a sufficient technical base for the development of hard and soft infrastructure for digitalization and ICT dissemination. It is important to further accelerate the capital investment in Ukraine's telecommunications to the extent that it can meet the growing demand of public authorities, a business sector and population in ICT services.
