Багатостороння дипломатія Монгольської народної республіки у ХХІ столітті = Multilateral Diplomacy of the Mongolian People’s Republic in the XXI Century

Abstract

Стаття присвячена розвитку багатосторонньої дипломатії Монголії у ХХІст., зважаючи на участь держави у міжнародних міжурядових організаціях. Монголія, маючи специфічне геополітичне положення – між Росією та Китаєм, у ХХІст. намагається вийти з-під тотального впливу цих двох держав, реалізовуючи концепцію «третього сусіда» у зовнішній політиці. Автори дійшли висновку, що взаємодія Монголії з міжнародними організаціями має позитивний вплив на позиціонування держави на міжнародній арені та є варіантом модернізації концепту «третього сусіда»: 1) розширення співробітництва з ООН, ШОС, АСЕАН та ОБСЄ сприяє залученню до взаємодії більшої кількості держав як на глобальному, так і регіональному рівнях; 2)участь у СОТ дозволяє розвивати торгівельну політику та інвестиційний потенціал держави; 3)співробітництво з НАТО та залучення США – перспективи модернізації армії, хоча і перетворення Монголії на інструмент «стримування» Китаю у зовнішній політиці Вашингтону.The article describes Mongolia’s multilateral diplomacy due to the state’s cooperation with international intergovernmental organizations. In particular, it was found that Mongolia, having a specific geopolitical position – between Russia and China, tries to get out from the total influence of these two powerful states in the XXI century. Official Ulaanbaatar implements the concept of «third neighbor» in its foreign policy. The authors conclude that Mongolia’s interaction especially with international intergovernmental organizations becomes an option to modernize the concept of «third neighbor» that can be described by several trends. Firstly, the expansion of cooperation with United Nations as the universal international organization gives the opportunities for Mongolian foreign policy initiatives and creation of positive image at the global level (for instance, peacekeeping activities). Secondly, cooperation with the Shanghai Cooperation Organization (SCO), the Association of Southeast Asian Nations (ASEAN) and the Organization for Security and Cooperation in Europe (OSCE) at the regional level, helps to involve more states in bilateral cooperation in different spheres – from security to economic and humanitarian cooperation. Thirdly, Mongolia’s cooperation within economic and military-political organizations allows to distance itself from Russian and Chinese influence. Especially, participation in the World Trade organization (WTO) provides the diversification of trade policy and development of investment potential of the state. At the same time, cooperation with NATO and US involvement in it give the prospects for army modernization, however, such cooperation due to Mongolia’s geopolitical location, can be described by the perspectives of the transformation of Mongolia into an instrument of «deterrence» of China in US foreign policy. Despite the fact that active cooperation with a number of international organizations began only in the XXI century, it can be argued that it has a positive effect on the positioning of Mongolia in the international arena.
