Санкційна політика Європейського Союзу проти Ірану у ХХІ ст. = Sanction Policy of the European Union Against Iran in the 21st Century

Abstract

Початок постбіполярного періоду фактично завершив період «холодної війни» та ідеологічного протистояння у світі. Однак, у реаліях життя це протистояння нікуди не ділося, лише дещо «замаскувалося». Ми й надалі спостерігаємо зростанням чисельності та частоти міжнародних конфліктів, посягання на території інших країн, протистояння національних інтересів провідних акторів міжнародної арени, що призводить до появи нових більш небезпечних викликів міжнародній безпеці. Сьогодні гостро постають проблеми поширення ядерної зброї, міжнародний тероризм, політичний та релігійний екстремізм, неконтрольовані локальні конфлікти, які можуть призвести до руйнації основ світової стабільності. З метою протидії цим дестабілізуючим міжнародну арену небезпек та вдосконалення принципів і механізмів підтримки міжнародного порядку представники міжнародного співтовариства, серед яких безпосередньо Європейський Союз, вдалися до застосування інструменту санкцій, які стали ключовим елементом сучасних міжнародних відносин. Серед таких країн, до яких ЄС був вимушений застосувати санкції став Іран, який будучи потужним близькосхідним гравцем та експортером ідеології революційного ісламу, впливає не лише на дестабілізацію рівноваги на Близькому Сході, але й завдає значного удару по міжнародній безпековій системі. Постачання Іраном Росії своїх безпілотників, що завдали ударів по Україні сприяли ухваленню ЄС у жовтні 2022 р. нового пакету санкцій щодо Ірану. Тому, у даній статті автор розгляне ключові аспекти санкційної політики ЄС щодо цієї країни. The beginning of the post-bipolar period effectively ended the period of the «Cold War» and ideological confrontation in the world. However, in the realities of life, this confrontation did not happen anywhere, it was only somewhat «disguised». We continue to observe an increase in the number and frequency of international conflicts, encroachment on the territory of other countries, opposition to the national interests of the leading actors of the international arena, which leads to the emergence of new and more dangerous challenges to international security. Today, the problems of the spread of nuclear weapons, international terrorism, political and religious extremism, uncontrolled local conflicts, which can lead to the destruction of the foundations of world stability, are acute. In order to counter these destabilizing international threats and to improve the principles and mechanisms of maintaining international order, representatives of the international community, including the European Union, resorted to the use of sanctions, which have become an important element of modern international relations. Among such countries to which the EU was forced to apply sanctions was Iran, which, as a powerful Middle Eastern player and exporter of the ideology of revolutionary Islam, affects not only the destabilization of the balance in the Middle East, but also deals a significant blow to the international security system. Iran’s supply to Russia of its drones, which struck Ukraine, contributed to the adoption by the EU in October 2022 of a new package of sanctions against Iran. Therefore, in this article, the author considers the key aspects of the EU’s sanctions policy to this country.
