Державна політика цифрового розвитку сфери музейної справи Французької Республіки : досвід для України

Abstract

Метою статті є висвітлення державної політики цифрового розвитку сфери музейної справи Французької Республіки. Теоретичну основу становлять праці науковців, дослідження веб-сайтів Міністерства культури Французької Республіки, французьких культурних інституцій, ознайомлення з нормативноправовими документами. Праці науковців охоплювали: здійснення комплексного критичного аналізу законів і політики, які стосуються культурної спадщини по всій Європі, розглядаючи їх у світлі сучасних викликів, з якими стикається Європейський Союз; виокремлення важливості подальшого дослідження розвитку цифрових інфраструктур до 2030 року України спираючись на досвід Французької Республіки та інших європейських держав; належного врядування, яке є одним з основних факторів конкурентоспроможності держави, розвитку її економіки та передумовою європейської інтеграції. Методологічною основою дослідження є комплекс прийомів, спрямованих на узагальнення та систематизацію аналізу матеріалу. У статті досліджено децентралізаційні процеси та етапи цифровізації в музейних інституціях Франції, виокремлено три місії, які покладені на музеї Франції щодо оцифрування та онлайн публікаціямузейнихколекцій,проаналізованопріоритетицифрового поширення колекцій музеїв у Франції тощо. Розкрито основні засади державної політики цифрового розвитку у сфері музейної справи Французької республіки. У питаннях оцифрування та цифровізації в музейних інституціях і цифрового розповсюдження колекцій в мережі «Інтернет». Робота покликана продемонструвати теоретичні аспекти процесу поширення цировізації та взаємодії органів влади та музейних інституцій. Ключовим аспектом є виокремлення напрямку дослідження теми, а саме цифровізаційних процесів, застосування та їх керівництво. The purpose of the article is to highlight the state policy of digital development in the field of museum affairs of the French Republic. The theoretical basis consists of the works of scientists, research on the websites of the Ministry of Culture of the French Republic, French cultural institutions, familiarization with regulatory and legal documents. The work of the scholars included: conducting a comprehensive critical analysis of laws and policies relating to cultural heritage across Europe, considering them in the light of contemporary challenges facing the European Union; highlighting the importance of further research into the development of digital infrastructures by 2030E of Ukraine based on the experience of the French Republic and other European states; proper governance, which is one of the main factors of the state’s competitiveness, the development of its economy and a prerequisite for European integration. The methodological basis of the research is a set of methods aimed at generalizing and systematizing the analysis of the material. The article examines the decentralization processes and stages of digitalization in French museum institutions, identifies three missions assigned to French museums regarding the digitization and online publication of museum collections, analyzes the priorities of digital dissemination of museum collections in France, etc. The main principles of the state policy of digital development in the field of museum affairs of the French Republic are disclosed. In issues of digitization and digitization in museum institutions and digital distribution of collections on the Internet. The work is designed to demonstrate the theoretical aspects of the process of the spread of cirovization and the interaction of authorities and museum institutions. The key aspect is the identification of the research direction of the topic, namely digitization processes, applications and their management.
