Глобальна демократія як інструмент розвитку інноваційного лідерства

Abstract

У статті досліджено сутність глобальної демократії як ключового чинника розвитку іннова-ційного лідерства у контексті глобалізаційних трансформацій. Констатовано, що глобальна де-мократія формується як система політичних відносин, у межах якої демократичні принципи поширюються за межі національних держав і реалізуються через міжнародні інституції, циф-рові платформи участі громадян та мережі співпраці. Зазначено, що питання інновацій є вирішальними для будь-якої організації, в сучасних умовах розвитку. В той же час глобалізація вка-зує на необхідність формування нового типу лідерства, відмінного від того, яке процвітало в контрольованому середовищі. Сформовано авторське бачення поняття інноваційне лідерство яке визначено як здатність суб'єкта управління ініціювати, впроваджувати та масштабувати інноваційні зміни, спрямованіна сталий розвиток організацій і суспільства в умовах невизначеності. Обгрунтовано, що в сучасних умовах актуалізуються виклики інноваційного лідерства у глобальному демократичному середовищі. Це інформаційні та кіберзагрози, кризу довіри до політичних інститутів; швидкість технологічних змін; глобальну конкуренцію знань, та соціальну поляризацію суспільства. Проаналізовано основні характеристики інноваційного лідера, визначено його роль у забезпеченні ефективного публічного управління, формуванні сучасної політики та розвитку демократичних інституцій. Представлено процес взаємодії глобальної демократії та інноваційноголідерства у форматі концептуальної моделі інноваційного лідерства, яка позиціонується якінтеграційний механізм взаємодії інституційних, технологічних та соціальних чинників розвит-ку глобальної демократії. Доведено, що інноваційне лідерство виступає стратегічним ресурсом підвищення адаптивності державного управління до глобальних викликів. The article explores the essence of global democracy as a key factor in the development of innovativeleadership in the context of globalization transformations. It is stated that global democracy is formedas a system of political relations within which democratic principles extend beyond the borders ofnational states and are implemented through international institutions, digital platforms for citizenparticipation and networks of cooperation. It is noted that innovation issues are crucial for anyorganization in modern conditions of development. At the same time, globalization indicates the needto form a new type of leadership, different from the one that flourished in a controlled environment.The author's vision of the concept of innovative leadership is formed, which is defined as the abilityof a management entity to initiate, implement and scale innovative changes aimed at the sustainabledevelopment of organizations and society in conditions of uncertainty.It is substantiated that in modern conditions the challenges of innovative leadership in a globaldemocratic environment are becoming more urgent. These are information and cyber threats, a crisisof trust in political institutions; the speed of technological change; global competition of knowledge,and social polarization of society.The main characteristics of an innovative leader are analyzed, his role in ensuring effective publicadministration. The process of interaction between global democracy and innovative leadership ispresented in the format of a conceptual model of innovative leadership, which is positioned as anintegration mechanism for the interaction of institutional, technological and social factors of thedevelopment of global democracy. It is proven that innovative leadership acts as a strategic resourcefor increasing the adaptability of public administration.
