Державний центр УНР в екзилі (1920–1992 рр.) : історіографічні погляди та інтерпретації

Abstract

У статті здійснено всебічне історіографічне дослідження діяльності Державного центру Української Народної Республіки (УНР) в екзилі у 1920-1992 рр., що став унікальним явищем у новітній історії України. Розкрито процес формування, становлення й еволюції історіографічної традиції, виокремлено чотири основні етапи – від еміграційно-мемуарного періоду 1920-1940-х рр. до сучасного етапу академічного переосмислення, який характеризується джерелознавчим поглибленням та інтеграцією міждисциплінарних підходів. Особливу увагу приділено працям провідних діячів української політичної еміграції (І. Мазепи, М. Лівицького, О. Шульгина, М. Шаповала, С. Наріжного), котрі започаткували традицію дослідження діяльності уряду УНР за кордоном, а також сучасним українським і зарубіжним історикам (В. Трощинському, В. Піскун, І. Музиці, В. Яблонському, В. Парандій, З. Карпусю, Я. Пісулінському), які розширили джерельну базу та надали проблемі нове наукове трактування. З’ясовано динаміку історіографічного дискурсу щодо легітимності, структури, міжнародної діяльності та правового статусу уряду УНР у вигнанні. Простежено, як політичні, ідеологічні та світоглядні чинники впливали на зміст і спрямування наукових інтерпретацій – від апологетичних і меморіальних наративів міжвоєнної діаспори до методологічно плюралістичних, критичних і документально обґрунтованих студій сучасної української історіографії. Наголошено, що Державний центр УНР виступав не лише символом політичної тяглості, але й реальним чинником збереження української державницької традиції, уособлюючи її спадкоємність у правовому та моральному вимірах. Проаналізовано правові засади, дипломатичну активність, культурно-освітні та інформаційні ініціативи, які забезпечували виконання представницьких функцій уряду упродовж понад сімдесяти років. Показано, що діяльність Державного центру стала важливою складовою українського визвольного руху 20 століття, підтримувала тяглість ідеї державної незалежності та сприяла збереженню національної ідентичності серед еміграції. Установлено, що історіографія Державного центру УНР пройшла глибоку трансформацію – від описових мемуарів і політичної публіцистики до системних міждисциплінарних досліджень, заснованих на комплексному аналізі документальних, дипломатичних і правових джерел. Передання повноважень представниками Державного центру Президенту незалежної України у 1992 р. символічно завершило історичну місію уряду в екзилі, підтвердивши спадкоємність української державності від часів УНР та її безперервність у сучасному державному розвитку. The article presents a comprehensive historiographical study of the activities of the State Center of the Ukrainian People’s Republic (UPR) in exile during 1920-1992, a unique political and historical phenomenon that preserved the legal continuity of Ukrainian statehood under conditions of forced displacement. The research explores the formation, transformation, and evolution of the historiographical tradition devoted to the UPR in exile, identifying four principal stages-from the emigration-memoir period of the 1920s 1940s to the modern phase of academic reinterpretation that emerged after Ukraine regained independence. Special attention is devoted to the contributions of prominent émigré figures and researchers such as I. Mazepa, M. Livytskyi, O. Shulhyn, M. Shapoval, and S. Narizhnyi, whose writings provided the first intellectual framework for understanding the mission of the exiled government. The article also highlights the achievements of contemporary Ukrainian and foreign scholars, including V. Troshchynskyi, V. Piskun, I. Muzyka, V. Yablonskyi, V. Parandii, Z. Karpus, and J. Pisuliński, whose source-based analyses have expanded the scope of research and introduced new methodological approaches. The study reveals the dynamic, multidimensional, and evolving character of the historiography concerning the legitimacy, political structure, and international role of the UPR government in exile. Particular emphasis is placed on the political and symbolic importance of the State Center as a guarantor of the uninterrupted Ukrainian state tradition and as an institution that maintained its representational, diplomatic, and cultural-educational functions throughout decades of statelessness. The article examines in detail the legal foundations of the UPR’s existence in exile, its international activity within the framework of interwar diplomacy, and its cooperation with various émigré organizations, which allowed the government to act as a legitimate voice of Ukraine on the international stage. It also underlines the role of cultural diplomacy, education, and commemorative practices in preserving the idea of national continuity among the Ukrainian diaspora. It is concluded that the historiography of the UPR in exile has undergone a profound and qualitative transformation-from descriptive memoirs and political essays to evidence based, archival, and interdisciplinary studies integrating political science, law, and cultural history. The transfer of the UPR’s powers to the President of independent Ukraine in 1992 symbolized not only the culmination of the State Center’s historical mission but also the institutional confirmation of the uninterrupted continuity of Ukrainian sovereignty.
