Політична коректність у публічно-владній комунікації як механізм захисту прав людини, зміцнення довіри та зниження соціальної конфліктності

Abstract

У статті розглянуто ідеологію політкоректності як важливий чинник підвищення ефективноївзаємодії між владою та громадськістю. Доведено, що ідеологія політкоректності — це систе-ма цінностей, що базується на повазі, толерантності та визнанні різноманітності. Підкресленоважливу роль громадськості у взаємодії з владою під час обговорення суспільно важливих пи-тань, реалізації спільних проєктів, забезпеченні прозорості й підзвітності влади. Зазначено,що підвищення взаємодії державної влади з громадськістю — це комплекс заходів, спрямова-них на встановлення взаєморозуміння, забезпечення прозорості та залучення громадян до уп-равління державою. Одним з таких заходів є запровадження у взаємовідносинах влади й гро-мадськості ідеології політичної коректності.Визначено, що для українського суспільства ідеологія політкоректності набуває особливогозначення у зв'язку з демократизацією політичного життя; переосмисленням радянських сте-реотипів; євроінтеграцією та реформою публічного управління. Її запровадження дозволяєналагодити співпрацю влади з громадянським суспільством на принципі рівності, недискрим інації, зміцнює громадське порозуміння й формує усвідомлену відмову влади від дій, які можуть обмежувати права будь-якої соціальної групи. Зроблено висновок, що в умовах євроінтеграційного курсу України політкоректність набуває статусу європейського стандарту державної комунікації. Вона сприяє формуванню культури публічної служби, орієнтованої на права людини, рівність і партнерство з громадянами. The article examines political correctness in public-authority communication as a human rights mechanism that ensures respect for human dignity, equality and non-discrimination, as well as contributes to strengthening citizens' trust in public authorities and reducingsocial conflict in the context of decentralisationand European integration in Ukraine. The relevance of the topic is due to the strengthening of the role of the public in the formation and implementation of state policy, the activation of public associations and the expansionof the participation of various social groups in public consultations. This increases the requirements for the communicative culture of public administration and requires the introduction of approaches that prevent discriminatory practices and conflict-generating statements in the public sphere. Interaction between the authorities and the publicis defined as a targeted set of actions aimed at establishing mutual understanding, ensuring transparency and involving citizens in decision-making. It is shown that mutual trust is a key condition for effective interaction, as it legitimises management decisions and strengthens citizens' willingness to cooperate. The main forms and instruments of interaction are outlined: information openness and publication of draft decisions, consultations and public discussions, creation of joint working groups, implementation of joint projects, as well as communication through the media and digital channels. It is emphasised that the effectiveness of these tools increases when the principles of publicity, openness, transparency and accountability are observed. It is argued that political correctness in public administration goes beyond linguistic etiquette andacts as a 'procedural safeguard' against stigmatisation and discrimination in public statements, administrative documents and consultation processes. It involves a conscious rejection of statements and actions that undermine honour and dignity, supports the principle of equality and guides authorities towards correct, neutral and respectful references to different population groups. It has been shown that political correctness performs a human rights function through institutional practices: standards of professional ethics, communication protocols, moderation of public discussions, internal procedures for checking texts for discriminatory risks, and the development of inclusive communication skills among civil servants. It has been proven that such communication strengthens the legitimacy of government decisions, reduces the conflict potential of public rhetoric, expands the participation of representatives of different communities in consultations and hearings, contributes to the formation of an inclusive public space, and prevents social tension. At the same time, it is emphasised that excessive formalisation of political correctness can lead to the avoidance of complex topics and the ritualisation of communication, so a balance between political correctness and openness of discussion is necessary in order tomaintain the substance of dialogue and respect forfreedom of expression within legal and ethical norms. It is concluded that, in the context of Ukraine's European integration course, political correctness is becoming a European standard of state communication and a component of a new culture of public service focused on human rights, equality and partnership with citizens.
