Громадські організації та їх взаємозв’язок із державними установами в період воєнного часу

Abstract

У статті проаналізовано взаємозв'язок між громадськими організаціями та державними установами в період воєнного часу. Від 24 лютого 2022 року триває масштабна агресія росії проти України. Російська армія, не досягнувши на початок вторгнення заявлених кремлем цілей, веде головні бойові дії на Донбасі, півдні України, Харківщині, Сумщині, а також щоденно обстрілює українські міста, руйнує інфраструктуру, вбиває цивільне населення. Велика кількість громадян України втратила своїх близьких та рідних, здоров'я, як фізичне так і ментальне, а також рідні домівки, майно, яке наживалося довгими роками та завдяки важкій праці. Актуальність дослідження впливу наслідків війни на добровільне об'єднання осіб для здійснення і захисту прав і свобод, задоволення політичних, економічних, соціальних, культурних та інших суспільних інтересів полягає у тому, що в українському суспільстві з'явилося дві чисельні соціальні групи: громадяни, які залишились у своїй країні та захищають її та вимушено переміщені особи (ВПО) і біженці. The article analyzes the relationship between non-governmental organizations and state institutions during wartime. Since 24 February 2022, Russia's large-scale aggression against Ukraine has been ongoing. The Russian army, having failed to achieve the goals declared by the Kremlin at the beginning of the invasion, is conducting major combat operations in Donbas, southern Ukraine, Kharkiv and Sumy regions, as well as shelling Ukrainian cities, destroying infrastructure and killing civilians on a daily basis. A large number of Ukrainian citizens have lost their loved ones, health, both physical and mental, homes, property that was acquired over many years and through hard work. The relevance of the study of the impact of the war on the voluntary association of persons for the exercise and protection of rights and freedoms, satisfaction of political, economic, social, cultural and other public interests lies in the fact that two numerous social groups have emerged in Ukrainian society: citizens who have remained in their country and are defending it and internally displaced persons (IDPs) and refugees, who, at first glance, are distinguished only by how far they have travelled from the full-scale war. While in previous years the IDP status was limited to three regions of Ukraine (Donetsk, Luhansk and Crimea), in 2022 this phenomenon became so widespread that almost every Ukrainian citizen could feel like an IDP for at least some time. So, interaction between civil society and government organizations is a key element in building a sustainable and just society. The joint work of these structures helps to solve a wide range of social problems, improve the quality of life of citizens and strengthen the foundations of civil society. Cooperation is especially important in such important areas as medicine and pharmaceuticals, where success directly affects the health and well-being of the population. To achieve maximum effect, further development of cooperation mechanisms and active participation of all stakeholders is required. Overcoming existing barriers and intensifying dialogue will help create a more harmonious and sustainable society in which everyone's interests are taken into account.
