Необхідність впровадження драйверів економічного зростання у системі землекористування після закінчення війни

Abstract

Висвітлені та проаналізовані праці науковців з точки зору важливості проблематики забезпечення драйверів та чинників розвитку економіки. Встановлено, що основними драйверами економічного зростання у системі землекористування є такі як передбачення програм кредитування сільгоспвиробників, система іпотечного кредитування, грантова підтримка відбудови та розвитку сільського господарства, реалізація екологічних проектів, створення екологобезпечних умов для ведення діяльності на землі, здійснення SWOT-аналізу землекористувань та проведення заходів, що сприятимуть досягненню пріоритетів розвитку громад, розробка та виконання стратегій розвитку регіону, узгодження інтересів потреб громад та землекористувачів із особливостями землі як засобу виробництва, збалансований розвиток територій, розробка програм та пріоритетів розвитку земельних відносин, відновлення порушених та зруйнованих територій, розробка проектів організації землеволодінь та землекористувань. The article provides data on the devastating consequences caused by a full-scale war. Scientists have highlighted and analyzed from the point of view of the importance of the issue of providing drivers and factors of economic development. The main drivers of economic growth in the land use system have been established. In particular, it is indicated that lending to agricultural producers and mortgage lending will increase the competitiveness of agricultural production. The participation of rural communities in grant programs will enable cooperation between the private sector and business structures, and will increase production productivity. The implementation of environmental projects and the creation of environmentally safe conditions for conducting activities on land will allow the use of renewable energy sources and environmentally friendly technologies. Carrying out a SWOT analysis of land uses will contribute to more constructive work with threats and risks, will allow to identify community development priorities. The development and implementation of strategies for the development of the region will encourage full reconstruction of objects and structures, access to technologies. Aligning the interests of the needs of communities and land users with the characteristics of land as a means of production will contribute to the development of land relations on the basis of competition, effective use of land resources. The balanced development of territories will create new opportunities for the development of production and its diversification. The development of programs for the development of land relations will contribute to the provision of subsidies and benefits, as well as environmentally safe land management. The restoration of disturbed and destroyed territories should take place thanks to the implementation of organizational, spatial, engineering-technical and socio-economic measures. The development of projects for the organization of the territory of land ownership and land use will create conditions for the development of competitive land use. These drivers of economic growth in the land use system in the post-war period are able to gradually ensure the full restoration of the broken principles of conducting industrial and business activities on land.
