Проблеми розвитку індустріальних парків в Україні

Abstract

Стаття є узагальненням та аналізом досвіду функціонування індустріальних парків України та підприємств, які здійснюють операційну діяльність на їх території. Виявлено, що кількість зареєстрованих індустріальних парків є динамічною та збільшується щороку. Такі території мають ряд переваг для прискореного розвитку підприємств, зокрема пільги щодо оподаткування та кредитування. Останні три роки показують значне зростання кількості зареєстрованих парків, що зумовлено повномасштабним вторгненням росії, через яке понад 1,5 тис. релокованих підприємств почали шукати готові промислові об'єкти для розміщення своїх потужностей. За ці роки значно збільшилася вартість активів підприємств, розташованих на території парків. Проте сумарно всі діючі підприємства отримали у 2023 році суттєвий збиток. В Україні функціонують два типи парків: Greenfield та Brownfield. Вони відрізняються формою власності, наявністю будівель та розвинутої інфраструктури. Не всі парки мають на своїй території діючі підприємства. Підприємствами використовується менше 5% площі індустріальних парків. Встановлено, що слабкий розвиток індустріальних парків зумовлений недостатньою підтримкою з боку уряду та слабкою інформаційною роботою держави й органів місцевого самоврядування. The article is a generalization and analysis of the experience of functioning of industrial parks of Ukraine and enterprises that carry out operational activities on their territory. The analysis was carried out on the basis of open data of the register of industrial parks of Ukraine, starting from 2013. The number of registered industrial parks is dynamic and increases every year. Such territories have a number of advantages for the accelerated development of enterprises. The legislation provides a number of benefits to industrial parks for their development. These benefits include the following. These are tax benefits for income tax, value added tax, reduction of customs payments for the purchase of equipment. Lower loan rates for the development of the territory. The number of registered parks has increased significantly in the last three years. The reason was the full-scale invasion of Russia. More than 1,500 enterprises have moved to safe regions of Ukraine. They were looking for ready-made industrial facilities to house their facilities. In recent years, the value of assets of industrial park enterprises has increased more than 3 times. Displaced enterprises had large costs for relocation, restructuring, and setting up work at a new location. They received a large total loss in 2023. Two types of parks operate in Ukraine. These are Greenfield and Brownfield. They differ in the form of ownership, the presence of buildings and developed infrastructure. Studies have shown that only 20% of parks have operating businesses on their territory. There are three enterprises on the territory of one operating industrial park. This is an average indicator. They use less than 5% of the area of industrial parks. The average used area of one park is 6.5 hectares. This is less than the size of the area of the industrial park established by law. It was established that the weak development of industrial parks is due to insufficient support from the government and weak informational work of the state and local self-government bodies. The majority of industrial parks are located in the central and western regions of Ukraine. When entrepreneurs from other regions plan to open a business and look for an area for the company's facilities, they do not think about an industrial park. Most entrepreneurs do not know and do not understand the advantages of such infrastructure placement. The creation of industrial parks and the attraction of enterprises to their territory is one of the important levers of creating new jobs and developing the country's economy.
