Зовнішня політика та воєнна сила сучасної національної держави в умовах глобалізації

Abstract

В статті розглянуто особливості взаємодії двох сфер державної діяльності — зовнішньої політики та військової сили. На сьогодні наявна глобальна військово-політична обстановка характеризується поєднанням двох основних тенденцій: з одного боку, поширеним прагненням сучасних держав сформувати якісно нову, більш справедливу й демократичну систему міжнародних економічних та політичних взаємовідносин та взаємодій. З іншого боку, не всі сучасні держави виступають за створення такої системи міжнародних взаємовідносин, в якій значення військової сили буде мінімізована та її функції зведено лише до завдання стримування збройних конфліктів. У цих умовах зберігається значення військової сили як інструменту зовнішньої політики та забезпечення національних інтересів тієї чи іншої сучасної держави. Наявність у держав з сучасними та ефективними збройними силами, саме їх наявність стає однією з передумов їх успішної та безболісної інтеграції в систему міжнародних взаємовідносин, що все ще будується та видозмінюється. В статті визначено сутність воєнної сили та її взаємозв'язок із зовнішньої політикою та воєнною безпекою держави. Доведено наявність певних особливостей щодо зовнішньої політики національної держави в умовах глобалізації та місця й ролі у цих взаємовідносинах воєнної сили. Встановлено основні особливості сучасних міжнародних воєнно-політичних взаємовідносин сучасних держав. Авторам вдалося виявити зовнішньополітичні елементи військової сили та військові елементи зовнішньої політики сучасних держав. Виявлено, що відсутність війни ще не є свідченням відсутності протистояння в мирний час між різними політичними суб'єктами. Визначено, що формування міжнародних взаємовідносин, на сучасному етапі, супроводжується сильною конкуренцією, а також бажанням цілого ряду суб'єктів посилити наявний власний вплив на світову політику, зокрема за допомогою розв'язування конфліктів та війн, або створення та поширення зброї масового знищення. Наголошено, що фактор сили в сучасному світі й можливості національних держав використовувати воєнну силу задля врегулювання конфліктних ситуацій все ще залишається актуальним та загальновизнано дієвим. The article examines the peculiarities of the interaction of two spheres of state activity — foreign policy and military force. Today, the existing global military-political situation is characterized by a combination of two main trends: on the one hand, the widespread desire of modern states to form a qualitatively new, fairer and more democratic system of international economic and political relations and interactions. On the other hand, not all modern states are in favor of creating such a system of international relations, in which the importance of military force will be minimized and its functions reduced only to the task of deterring armed conflicts. Under these conditions, the importance of military force as an instrument of foreign policy and ensuring the national interests of one or another modern state remains. The presence of states with modern and effective armed forces, their very presence becomes one of the prerequisites for their successful and painless integration into the system of international relations, which is still being built and modified. The article defines the essence of military power and its relationship with foreign policy and military security of the state. The existence of certain peculiarities regarding the foreign policy of the national state in the conditions of globalization and the place and role of the military force in these relations are proved. The main features of modern international military-political relations of modern states have been established. The authors managed to identify the foreign policy elements of the military force and the military elements of the foreign policy of modern states. It was found that the absence of war is not yet evidence of the absence of confrontation in peacetime between different political subjects. It was determined that the formation of international relations, at the current stage, is accompanied by strong competition, as well as the desire of a number of subjects to strengthen their existing influence on world politics, in particular by means of resolving conflicts and wars, or creating and spreading weapons of mass destruction. It is emphasized that the force factor in the modern world and the ability of national states to use military force to settle conflict situations still remains relevant and generally recognized as effective.
