Особливості формування зовнішньої політики національної держави в умовах глобалізації

Abstract

У статті наголошується на необхідності дослідження зовнішньої політики сучасних національних держав та особливостей її формування в умовах глобалізації, яка вже проникла у внутрішню та зовнішню державну сферу через економічні, інформаційні, міжнародно-правові та інші канали. Автори підкреслюють, що зовнішня політика сучасних національних держав є надзвичайно складною та гнучкою системою, яка за останні століття зазнала значних змін у зв'язку з посиленням глобалізаційних процесів у соціальному, політичному та фінансовому розвитку національних суспільств і держав. Зовнішня політика національних держав все менше відповідає їхнім національним інтересам, а все більше виступає ефективним засобом реалізації інтересів глобальної правлячої еліти. Автори наголошують, що зовнішня політика сучасних національних держав значною мірою знаходиться під впливом процесів глобалізації та є засобом узгодження інтересів різних зацікавлених груп, які входять до глобальної правлячої еліти з метою зменшення можливих та існуючих розбіжностей і протиріч у боротьбі за місце в новому глобальному світі. Встановлено, що за такого стану речей інтереси сучасних національних держав є лише другорядними і забезпечуються за допомогою зовнішньої політики настільки, наскільки вони не суперечать та не вступають у протиріччя з інтересами глобального світу. Така ситуація, що склалася, докорінно трансформує тлумачення статусу національних держав, які практично позбавлені можливості приймати самостійні рішення, незалежно від впливу та можливої реакції міжнародної спільноти. Доведено, що вирішення питання збереження сучасної державності, незалежності та територіальної цілісності сучасної національної держави щодо будь-яких існуючих або можливих претензій можливе лише за умови проведення збалансованої зовнішньої політики сучасних національних держав. The article emphasizes the need to study the foreign policy of modern national states and the peculiarities of its formation in the conditions of globalization, which has already penetrated the internal and external state sphere through economic, informational, international legal and other channels. The authors emphasize that the foreign policy of modern national states is an extremely complex and flexible system that has undergone significant changes in recent centuries due to the strengthening of globalization processes in the social, political, and financial development of national societies and states. The foreign policy of national states is less and less in line with their national interests, and increasingly serves as an effective means of realizing the interests of the global ruling elite. The authors emphasize that the foreign policy of modern national states is largely influenced by the processes of globalization and is a means of coordinating the interests of various interested groups that are part of the global ruling elite in order to reduce possible and existing differences and contradictions in the struggle for a place in the new global world. It has been established that under this state of affairs, the interests of modern national states are only secondary and are ensured with the help of foreign policy to the extent that they do not contradict and do not come into conflict with the interests of the global world. Each state, in order to ensure its own sustainable existence and development, must constantly enter into and maintain relations with other actors of international relations, which is implemented precisely with the help of foreign policy. Such a situation that has developed fundamentally transforms the interpretation of the status of national states, which are practically deprived of the opportunity to make independent decisions, regardless of the influence and possible reaction of the international community. It has been proven that the solution to the issue of preserving modern statehood, independence and territorial integrity of a modern nation-state in relation to any existing or possible claims is possible only under the condition of conducting a balanced foreign policy of modern nation-states.
