Соціо-гуманітарна політика держави як основа сталого розвитку : проблеми та перспективи

Abstract

У статті проаналізовано питання соціо-гуманітарної політики держави як головної основи сталого розвитку, зазначено що нині в Україні, як і в багатьох інших державах світу, актуальним є питання підвищення якості життя населення. Реформи, що реалізуються в нашій країні, скеровані на створення оптимальної та ефективної політики держави як у соціальній так і гуманітарній сферах, оскільки лише ефективна державна влада здатна створити умови для підвищення рівня та якості життя громадян. У основні частині статті показано що сам держава відіграє регулюючу роль у всіх сферах суспільних відносин, відповідно до свого головного призначення як суспільно-політичного утворення та своїх зобов'язань перед людиною та громадянином. Проте, не в усіх аспектах людського життя втручання та управління з боку держави є виправданим та потрібним. До однієї з таких сфер належить гуманітарна сфера як сфера духовних потреб. Акцентовано увагу на тому що гуманітарна сфера набуває все більшого значення як системоутворючий та стратегічно важливий фактор для розвитку держави. Взаємодіючи із всіма іншими суспільними сферами, вона впливає на їх трансформацію, створюючи сучасний гуманітарний простір. Зроблено висновок що успіх у реалізації соціо-гуманітарної політики держави, може бути досягнений в результаті панування соціальної справедливості в суспільстві яка напряму залежить не лише від продуманості параметрів і здійсненності в конкретних умовах концепції державної політики, а й від послідовної реалізації соціальної політики в умовах децентралізації, від скоординованості дій влади (національного, регіонального, місцевого рівнях), що здійснюють управління цією сферою. Проблема розвитку соціо-гуманітарної політики, обумовлена постійним пошуком оптимального балансу між ефективним виконанням державою своєї соціальної функції, що забезпечує гідний рівень життя громадян, якісне задоволення основних соціальних потреб та зниження соціального тягаря держави в умовах війни та нестабільної економічної ситуації. The article analyzes the issue of the socio-humanitarian policy of the state as the main basis of sustainable development, it is noted that nowadays in Ukraine, as in many other countries of the world, the problem of improving the quality of life of the population is urgent. The reforms carried out in our country are aimed at creating an optimal and effective state policy in both the social and humanitarian spheres, since only effective state power can create conditions for improving the level and quality of life of citizens. The main part of the article shows that the state itself plays a regulatory role in all spheres of social relations, in accordance with its main purpose as a socio-political entity and its obligations to man and citizen. However, not in all aspects of human life, intervention and management by the state is justified and necessary. One of these spheres is the humanitarian sphere as a sphere of spiritual needs. Attention is focused on the fact that the humanitarian sphere is gaining more and more importance as a system-forming and strategically important factor for the development of the state. By integrating into all other social spheres, it affects their transformation, creating a new humanitarian space. It was concluded that success in the implementation of the socio-humanitarian policy of the state can be achieved as a result of the rule of social justice in society, which directly depends not only on the thoughtfulness of parameters and feasibility in specific conditions of the concept of state policy, but also on the consistent implementation of social policy in conditions of decentralization. from the coordination of the actions of the authorities (national, regional, local levels) that manage this sphere. The problem of the development of socio-humanitarian policy is determined by the constant search for an optimal balance between the effective performance by the state of its social function, which ensures a decent standard of living of citizens, high-quality satisfaction of basic social needs and reduction of the social burden of the state in conditions of war and an unstable economic situation.
