Стандарти з організації праці та зайнятість населення в умовах воєнного стану

Abstract

Статтю присвячено проблемі запровадження та реалізації стандартів з організації праці та зайнятості населення, що відбуваються в умовах воєнного стану. У вступі зазначено, що через складну ситуацію у сфері зайнятості та значний відплив працездатного населення з ринку праці, зокрема до лав Збройних сил України, сил територіальної оборони, волонтерських організацій, виїзд цивільного населення, а саме жінок і дітей за кордон, виникає необхідність у раціональному використанні робочої сили та готовності працездатного населення до змін на ринку праці, а також збереження українців як нації та громадян для відбудови України після перемоги. У дослідженні використано матеріали соціологічних даних, які було презентовано різними організаціями. При аналізі наукових публікацій використано напрацювання різних вчених та дослідників. Враховуючи те, що головними інструментами функціонування будь якого суспільства є людська праця і зайнятість населення, питання зайнятості населення розглядається під різним кутом зору різними галузями наукового знання. Мету статті було окреслено наступним чином: узагальнення поточного стану зайнятості населення та надання пропозицій, щодо підсилення позицій державного регулювання процесів функціонування ринку праці в Україні з ціллю збереження працездатного населення, зменшення соціальної напруженості, мінімізація соціальних ризиків через можливого зростання безробіття. Основну частину статті присвячено питанням міжнародно правових стандартів у сфері праці й трудових відносин, що набувають нової актуальності у кризових умовах, коли різного роду потрясіння виходять за межі одної країни і з новою силою відчувається взаємозалежність й взаємовплив на різні сфери людської життєдіяльності. У висновках робиться акцент на тому, що економіка вимагає від сучасної робочої сили наявності критичного й аналітичного мислення, креативності, пізнавальної гнучкості, здатності розв'язувати завдання, ініціативності, медійної та інформаційної грамотності. Найважливішими і взаємозалежними у цьому напряму є питання дерегуляції ринку праці і якісні зміни в освіті та розвитку робочої сили. Має відбутися реальна дерегуляція ринку праці та відхід від радянського законодавства до стандартів ЄС. The article is devoted to the problem of introduction and implementation of standards for the organization of work and employment of the population that take place in the conditions of martial law. In the introduction, it is stated that due to the difficult situation in the field of employment and the significant outflow of the able bodied population from the labor market, in particular to the ranks of the Armed Forces of Ukraine, territorial defense forces, volunteer organizations, the departure of the civilian population, namely women and children abroad, there is a need for rational use labor force and the readiness of the able bodied population for changes in the labor market, as well as the preservation of Ukrainians as a nation and citizens for the reconstruction of Ukraine after the victory. The research used materials from various sociological data that were presented by various organizations. The work of various scientists and researchers was used in the analysis of scientific publications on the problem under investigation. The article raises the issue of employment of the population, which is considered from different angles by different branches of scientific knowledge. Given that the main tools of the functioning of any society are human labor and employment of the population. Based on this, the purpose of the article was outlined as follows: summarizing the current state of employment of the population and providing proposals for strengthening the positions of state regulation of labor market functioning processes in Ukraine with the aim of preserving the working population and reducing social tensions. The main part of the article is devoted to the issue of international legal standards in the field of labor and labor relations, which acquire new relevance in crisis conditions, when various types of shocks go beyond the borders of one country and interdependence and mutual influence on various spheres of human life are felt with new force. The conclusions emphasize that the economy requires the modern workforce to have critical and analytical thinking, creativity, cognitive flexibility, the ability to solve tasks, initiative, media and information literacy. The most important and interdependent issues in this area are the deregulation of the labor market and qualitative changes in education and workforce development. There should be a real deregulation of the labor market and a departure from Soviet legislation to EU standards.
