Сутність та зміст розумного врядування як одного з компонентів розумного міста

Abstract

У статті досліджено сутність розумного врядування як одного з основних компонентів розумного міста. З'ясовано, що поняття "розумний уряд" та "розумне врядування" не є тотожними. Розумне врядування є сукупністю принципів, чинників та можливостей, що визначають форму управління, що відповідає умовам та вимогам суспільства знань. Розумні уряди реалізують ініціативи розумного врядування. Розумне врядування - це процес, а не конкретна мета, що підтримується набором актуальних технологій, до яких зараз можна віднести великі дані, соціальні мережі, блоги, канали RSS, застосунки для смартфонів, хмарні обчислення, датчики Інтернету речей. Також розумне врядування може бути поєднанням соціальних медіа, відкритого уряду та великих даних або, іншими словами, соціальних технологій. Визначено, що елементами розумного врядування можуть бути стейкхолдери, структури та організації, процеси, ролі та обов'язки, технології та дані, законодавство та політика. Визначено, що основними викликами, з якими стикаються органи місцевого самоврядування в процесі розумного врядування є: недостатнє фінансування, відсутність зацікавленості з боку громадян та держслужбовців, низький рівень цифрової грамотності населення, вплив з боку політичної, економічної та соціальної сфер. The article examines the essence of smart governance as one of the main components of a smart city. It was found that the concepts of "smart government" and "smart governance" are not the same. Smart governance is a set of principles, factors and opportunities that determine the form of governance that meets the conditions and requirements of the knowledge society. Smart governments implement smart governance initiatives. Smart governance is a process supported by a set of current technologies, and not is a specific goal. Currently big data, social media, blogs, RSS feeds, smartphone apps, cloud computing, IoT sensors, etc. are used for enhancing smart governance processes. Also, smart governance can be a combination of social media, open government, and big data, or in other words, it actively uses social technologies. It was found that the elements of smart governance are: stakeholders, structures and organizations, processes, roles and responsibilities, technologies and data, legislation and policies. It was determined that the main challenges faced by local governments in the process of smart governance are: insufficient funding, lack of interest from citizens and civil servants, low level of digital literacy of the population, political, economic and social influence. It was noted that smart government uses and integrates ICT and innovation in governance, including internal operations, as well as public services and citizen engagement, to develop a smart city. Data collected in the context of a smart city is a key success factor for smart governance, as it influences transparency, performance monitoring, reporting, planning and policy making by local governments in a smart city. In order to more effectively overcome the problems that local governments face in the process of smart governance, they can be divided in relation to the interaction that occurs between them and citizens, businesses, public organizations, civil servants. It is necessary to use the interaction models "government to citizens", "government to business", "government to government", "government to civil servants" in the analysis.
