Роль банків із участю держави у забезпеченні фінансової стабільності національної економіки в умовах війни

Abstract

Досвід світової банківської системи свідчить про загальну закономірність, що у кризових та посткризових умовах у багатьох розвинених країнах держава має вагому частку у банківській системі та забезпечує вплив на неї, створюючи основу для фінансової стабілізації банківської системи та економіки в цілому. Метою статті є дослідження особливостей функціонування банків за участю держави, їх ролі у забезпеченні фінансової стабільності національної економіки в період війни. Проаналізована динаміка та частка активів банків із участю держави на ринку банківських послуг в Україні. Проведено аналіз кредитної діяльності банків з участю держави, досліджена їх участь у діючих державній програмі "Доступні кредити 5—7—9%". Досліджено формування ресурсів банків за участю держави та банківської системи в цілому. Розглянуто стратегічні цілі банків з участю держави у період війни та післявоєнного відновлення економіки. The experience of the world banking system shows the general pattern that in crisis and postcrisis conditions in many developed countries the state has a significant stake in the banking system and provides influence on it, creating a basis for financial stabilization of the banking system and the economy as a whole. In modern conditions of war and economic crisis, under the conditions of maintaining their financial stability, banks with state participation have sufficient resource and strategic potential to support the smooth functioning of the banking system. Therefore, the financial stability of Ukraine during the war and during the period of post-war economic recovery will depend on how efficiently the banking system will function, and especially banks with state participation, which are the leaders of state policy The purpose of the article is to study the peculiarities of the functioning of banks with state participation, their role in ensuring the financial stability of the national economy in conditions of war. Some theoretical aspects of their essence and functioning, the possibility of influence on the socioeconomic development of the state are considered. Their place in the structure of the banking system of Ukraine is defined. The dynamics of assets of banks with state participation and the banking system as a whole were analyzed, the share of assets and loans granted to clients of banks state participation in the total amount of net assets and loans granted to clients of the banking system of Ukraine was determined, and the place in the market of banking services in Ukraine was determined. The dynamics of loans granted by banks with state participation and their role in credit provision of the domestic economy are analyzed. Their participation in the current government program "Affordable loans 5— 7—9%" was considered, the structure of concluded credit agreements was analyzed. An analysis of the dynamics and share of problem (non-performing) loans in the banking system and banks with state participation, in particular, was carried out. The dynamics of the balance sheet capital and liabilities of the banking system were analyzed and in the section of banks with state participation, the share of these banks in the structure of liabilities of the banking system was determined. The role of banks with state participation in the deposit market is determined. The strategic goals of banks with state participation during the war and post-war economic recovery are considered.
