Відбудова міської інфраструктури у повоєнний період: зарубіжний досвід

Abstract

У статті обгрунтовано необхідність ретельного аналізу зарубіжного досвіду відбудови зруйнованої війною інфраструктури країн з метою використання його крищих рис у повоєнний період в Україні. Зазначено, що для того, щоб розробити план відродження міст для України, необхідно ретельно проаналізувати кращі практики країн: Західної Німеччини, Ізраїлю, Італії, Південної Кореї та Японії, кожна з яких зіткнулася з колосальними руйнуваннями і змогла не просто відновитися, а зробити економічний прорив. Зауважено, що рецепт відновлення кожної із зруйновоної війною країни різний і залежить від її економічних, геополітичних та навіть культурних і ментальних особливостей. Акцентовано, що головна схожість України та Ізраїлю полягає в тому, що обидві країни мають дуже недружніх сусідів. Саме тому висока частка витрат на військову сферу неминуча і це є теж особливістю післявоєнної відбудови інфраструктурних об'єктів. Встановлено низку інструментів, спільних для всіх успішно відновлених після війни країн: лібералізація економіки, створення великої кількості робочих місць, орієнтація на економіку експорту, інновації та інвестиції. Зауважено, що головним аспектом післявоєнного відродження міста є чітке його стратегічне планування і починаться відбудова повинна саме з відбудови інфраструктурних об'єктів, від яких напряму залежить життя в цьому місті. The article substantiates the need for careful analysis of foreign experience of rebuilding the infrastructure destroyed by the war in order to use its best practices in the post -war period in Ukraine. It is stated that in order to develop a plan for the revival of cities for Ukraine, it is necessary to carefully analyze the best practices of countries: Western Germany, Israel, Italy, South Korea and Japan, each of which faced tremendous destruction and was able not only to recover, but to make an economic breakthrough. It is noted that the recipe for the restoration of each of the country's destroyed war is different and depends on its economic, geopolitical and even cultural and mental features. It is emphasized that the main similarity of Ukraine and Israel is that both countries have very unfriendly neighbors. That is why the high share of the cost of the military sphere is inevitable and this is also a feature of post -war reconstruction of infrastructure. A number of tools common to all successfully renewed after the war of countries have been established: liberalization of the economy, creating a large number of jobs, focusing on export economy, innovation and investment. It is noted that the main aspect of the post -war revival of the city is its clear strategic planning. And the reconstruction begins to restore infrastructure objects, which it depends directly on life in this city. It was noted that at the end of 2022, different ideas, thoughts and visions were repeatedly appeared on how to restore the infrastructure and economy of Ukraine destroyed by war. Experts discussed and searched for variants of the new Marshal Plan for Ukraine. The practical experience of the revival of countries in the postwar period, as well as some positive examples of reconstruction after hostilities, which even included history textbooks with their economic miracle, will help Ukraine during the strategic planning of the revival and its further development. At the same time, even with all these economic growth tools, it is important to use them effectively. It depends on whether the country will achieve success, whether a huge list of unsuccessful examples will be replenished.
