Системні проблеми державної політики запобігання та протидії економічній злочинності

Abstract

В статті проаналізовано праці вітчизняних вчених, які розглядали проблеми державної політики, зокрема в сфері правоохоронної діяльності. Мета статті полягає в здійснені аналізу проблем державної політики щодо запобігання та протидії економічній злочинності. В процесі дослідження було встановлено, що системні проблеми державної політики запобігання та протидії економічній злочинності проявляються як у внутрішньому, так і зовнішньому середовищі. В статті охарактеризовано складові гарантування економічної безпеки держави, такі як: правоохоронна система держави, система регулювання економічних відносин в державі, система профілактики економічної злочинності, просвітницька діяльність держави, соціальна політика держави. Проведений аналіз показав існування сукупності бар'єрів, що стосуються реформування правоохоронної системи. На основі аналізу сукупності бар'єрів, які розглядають вчені, нами визначено системні проблеми державної політики запобігання та протидії економічній злочинності, на вирішення яких необхідно звернути увагу, що в свою чергу підвищить рівень економічної безпеки держави. The article analyzed the works of domestic scientists who considered the problems of state policy, in particular in the field of law enforcement. The purpose of the article is to analyze the problems of state policy in preventing and countering economic crime. During the research, it was established that the systemic problems of the state policy of preventing and countering economic crime are manifested both in the internal and external environment. The article described the components of guaranteeing the economic security of the state, such as: the law enforcement system of the state, the system of regulation of economic relations in the state, the system of prevention of economic crime, educational activities of the state, social policy of the state. The conducted analysis showed the existence of a set of barriers related to reforming the law enforcement system. Taking into account the characterized components of guaranteeing the economic security of the state and the problems of reforming the law enforcement system of Ukraine, it is possible to identify the following systemic problems of the state policy of preventing and combating economic crime, which need to be addressed, in particular: the political dependence of the process of development and implementation of reforms on oligarchic structures; inefficient resource provision of subjects of prevention and counteraction of economic crime; low level of staffing of the system of prevention and counteraction of economic crime; lack of communication and presence of conflict between the subjects of prevention and counteraction of economic crime; high level of corruption in the law enforcement system; lack of a mechanism for bringing to justice the subjects of reform implementation; ineffective system of prevention of economic crimes; lack of an educational mechanism of the population regarding the social harm of economic crimes; low level of public trust in law enforcement agencies and lack of acceptance of reforms; lack of a system for studying crimes as a public threat. Solving the above-mentioned problems will increase the level of economic security of the state.
