Роль митного контролю у системі публічного управління сталим розвитком України

Abstract

У статті проаналізовано місце та роль митного контролю у системі публічного управління сталим розвитком України. Проаналізовано основні принципи, форми, функції та особливості митного контролю та здійснено узагальнення його теоретичних та практичних засад здійснення в умовах сталого розвитку країни, розвитку громадянського суспільства, здійснення глобалізаційних тенденцій. Охарактеризовано основні світові тенденції сталого розвитку та їх імплементації у вітчизняну систему публічного управління в контексті здійснення митної справи. Систематизовано основні властивості митного контролю, які визначають його роль як інструментарію здійснення державної митної політики. Акцентовано увагу на процедурних питаннях здійснення митного контролю, зокрема на заборонах та обмеженнях щодо переміщення товарів через митний кордон України з метою дотримання міжнародних домовленостей у сфері сталого розвитку. Ukraine has joined the global processes of formation and sustainable development of the world space. The formation of a common space on the European continent brought Ukraine closer to globalization changes. The Customs Union became one of the first pillars on which the European Union (hereinafter referred to as the EU) was based. With its advent, duties on internal borders were abolished and a general system of import taxation was established. Customs control at internal borders disappeared at the same time. Currently, customs control and customs services are found only at the external borders of the EU. They are entrusted not only with the function of controlling the flow of goods, but also with protecting the environment, protecting cultural values and much more. In general, a customs union is a single trading area in which all goods move freely, regardless of whether they were produced directly in the EU or were imported. During 2016—2017 in Ukraine, the prerequisites were laid for the implementation of large-scale progress in the processes of adaptation of domestic legislation, the activities of public administration institutions and their officials to the basic principles and principles of sustainable global development. The Global Sustainable Development Goals until 2030 and the results of their adaptation, taking into account the specifics of Ukraine's development, set out in the National Report "Sustainable Development Goals: Ukraine", should ensure compliance with the Sustainable Development Goals of Ukraine for the period up to 2030 taking into account Ukrainian practice. Each global goal has been revised, taking into account the specifics of national development. The result of this work was a national system consisting of 86 tasks of national development. The main national tasks, indicators for monitoring the implementation of tasks and targets for achievement by 2030 are reflected in the National Report "Sustainable Development Goals: Ukraine". The article analyzes the place and role of customs control in the system of public management of sustainable development in Ukraine. The main principles, forms, functions and features of customs control are analyzed and generalization of its theoretical and practical foundations for implementation in the conditions of sustainable development of the country, development of civil society, globalization trends is carried out.
