Розвиток системи забезпечення державної безпеки України: теоретико-методологічні проблеми та шляхи їх розв'язання

Abstract

Метою статті є формулювання актуальних теоретико-методологічних проблем розвитку системи забезпечення державної безпеки України та визначення шляхів їх розв'язання. Для вирішення завдань дослідження використовувалися загальні та спеціальні методи наукового пізнання: системно-ситуаційний метод, метод моделювання, системно-структурний метод, метод соціального проєктування. Сформульовано актуальні теоретико-методологічні проблеми розвитку системи забезпечення державної безпеки України, які мають місце на світоглядному, методологічному, інституційному, організаційному рівнях діяльності суб'єктів забезпечення державної безпеки України. Шляхами розв'язання сформульованих теоретико-методологічних проблем, пов'язаних із вдосконаленням системи забезпечення державної безпеки України, в сучасних умовах є структурно-функціональне моделювання та інституційне проєктування перспективної моделі, а також конструювання вказаної системи. Це передбачає розробку перспективних функціональної, інформаційної, інституційної моделей системи забезпечення державної безпеки України та впровадження їх у публічно-управлінську практику у сфері забезпечення державної безпеки України. The purpose of the article is to formulate the actual theoretical and methodological problems of the development of the system of ensuring state security of Ukraine and to determine the ways to solve them. General and special methods of scientific knowledge were used to solve research problems: system-situational method, modeling method, system-structural method and social design method. Current theoretical and methodological problems of the development of the system of ensuring state security of Ukraine, which take place at the worldview, methodological, institutional and organizational levels of the subjects of ensuring state security of Ukraine, were formulated. It is substantiated that the design and construction of the state security system should be carried out within the framework of the theory of social violence, the theory of war, theories of international and national security, the theory of globalism, the theory of public administration, institutionalism and the theory of state security. It has been proven that in the process of designing and constructing the system of ensuring state security of Ukraine, it is necessary to consider the general and organizational principles of the functioning of the system of ensuring state security, as well as the principles of social design of national security systems. The mission of the system of ensuring state security has been clarified. It is the timely identification of potential and real threats to state security as well as an adequate reactive and proactive response to identified threats. The functions of the mentioned system are defined: organizational management, fundamental, analytical, prognostic, informational, coordination. Ways to solve the formulated theoretical and methodological problems related to the improvement of the state security system of Ukraine in modern conditions are structural and functional modeling and institutional design of a prospective model as well as the construction of the specified system. This involves the development of functional, informational and institutional perspective models of the state security system of Ukraine and their introduction into public management practice in the sphere of state security of Ukraine.
