Реформи у промисловості України і пріоритети її повоєнного відновлення

Abstract

Метою статті є обгрунтування пріоритетів, напрямів і заходів державної політики щодо активізації реформ у промисловості України в умовах повномасштабного вторгнення РФ на її територію для забезпечення пришвидшення відбудови і повоєнного відновлення економіки. Для досягнення поставленої мети у роботі здійснено огляд реформ, які реалізуються нині у промисловості України. Зазначено, що численні ініціативи органів державної влади в Україні націлені на максимальне убезпечення роботи промислового сектору, зменшення руйнівних наслідків втрати частини промислового потенціалу, полегшення умов ведення господарської діяльності і розвиток бізнесу, лібералізацію зовнішньої торгівлі і стимулювання євроінтеграційних зрушень, забезпечення енергетичної стійкості промислових і побутових споживачів в умовах повномасштабної війни. Обгрунтовано пріоритети подальших реформ у промисловості і її повоєнного відновлення, зокрема, наголошено на необхідності: раціоналізації територіального розміщення продуктивних сил з урахуванням змін структурних пріоритетів та геоекономічних орієнтирів; створення інфраструктурних передумов відновлення та модернізації промисловості; формування експортного потенціалу в умовах структурних змін; залучення підприємств для роботи в умовах забезпечення потреб ЗСУ; посилення співпраці в порядку денному промислової політики ЄС; оптимізації структури енергоспоживання, забезпечення енергоефективності та енергетичної децентралізації. Наукова новизна статті полягає у визначенні відповідних сучасним потребам економічної політики пріоритетів реформ у промисловості України, на основі реалізації яких буде пришвидшено і досягнуто її повоєнне відновлення. Напрямами подальших досліджень можуть стати теоретико-практичні засади розроблення інструментів та механізмів відновлення промисловості України в умовах війни і повоєнного відновлення економіки. The purpose of the article is to reveal the priorities, directions and measures of the state policy regarding the activation of reforms in the industry of Ukraine in the conditions of the full-scale military invasion of the Russian Federation on its territory to ensure the acceleration of reconstruction and post-war recovery of the economy. In order to achieve the set goal, the article reviewed the reforms that are currently being implemented in the industry of Ukraine. It is noted that many initiatives of Ukrainian Government are aimed at maximally ensuring the functioning of the industrial sector, reducing the destructive consequences of the loss of part of the industrial potential, facilitating the conditions for conducting economic activity and business development, liberalizing foreign trade and stimulating European integration progress, ensuring the energy sustainability of industrial and household consumers in conditions of full-scale war. The priorities of further reforms in industry and its post-war recovery are revealed. In particular, there is a need for further reforms: rationalization of the territorial placement of productive forces, taking into account changes in structural priorities and geo-economic landmarks; creation of infrastructural prerequisites for the restoration and modernization of industry; formation of export potential in conditions of structural changes; attracting enterprises to work in the conditions provision of Armed Forces needs; strengthening cooperation in the EU industrial policy agenda; optimizing the structure of energy consumption, ensuring energy efficiency and energy decentralization. The scientific novelty of the article consists in determining the priorities of reforms in the industry of Ukraine that correspond to the modern needs of the economic policy, based on the implementation of which, its post-war recovery will be accelerated and achieved. The directions of further research may include in particular the theoretical and practical principles of the development of tools and mechanisms for the recovery of Ukrainian industry in the conditions of war and post-war recovery of the economy.
