Створення сталих сусідств як чинник місцевого розвитку

Abstract

У статті досліджено сутність сталих сусідств як чинників місцевого розвитку. З'ясовано, що створення сталих сусідств вимагає широкого спектру змін у традиційній практиці розвитку — деякі з цих змін є менш, деякі більш глибокими. Хоча сталий розвиток сусідства може мати більші ризики, ніж звичайний розвиток, але й переваги можуть бути значними для всіх учасників. Визначено, що для того, щоб створити сталі сусідства, місцевим органам влади необхідно підтримувати життєздатну модель розвитку, зосереджену на створенні довготривалої екологічної, соціальної та економічної цінності. Визначено, що в процесі розвитку сталого сусідства слід використовувати такі кроки. Перший крок передбачає розвиток навичок і знань, необхідних для підтримки та впровадження сталого розвитку. Другий і третій стосуються усунення фінансових та регуляторних бар'єрів. Далі йдуть кроки, пов'язані з плануванням та проектуванням, які можуть підвищити ймовірність успіху планування/проектування та довгострокову ефективність. Останніми є два допоміжних кроки: використання маркетингу і укладання контрактів для підтримки та розвитку сталих сусідів. The article examines the essence of sustainable neighborhoods as factors of local development. It was determined that creating sustainable neighborhoods requires a wide range of changes in traditional development practices. These changes have their challenges and risks, but they also bring significant benefits and opportunities. While sustainable neighborhood development may have greater risks than conventional development, the benefits can be significant for all involved. It found that in order to create sustainable neighborhoods, local authorities need to support a viable development model focused on creating long-term environmental, social and economic value. Sustainable neighborhoods come in many forms, but they share some common characteristics: they are relatively compact, mixed-use communities with good access to transport infrastructure and include a range of options for housing, work, leisure, amenities, shops and services. They also ensure a high saving of natural resources and a high quality of life for all residents. It was noted that not only local authorities, but also of the private sector actors should play a role in the transition to sustainable neighborhood development. They take on a certain risk and in return receive a financial return. Meanwhile, local governments support the public good by shaping the regulatory environment and influencing market and financial factors. In some cases, they advocate for changes in development practices through regulations, incentives, and other initiatives. That is, to create sustainable neighborhoods, representatives of the private sector adjust their practices, and local authorities encourage and facilitate this adjustment. This relationship enables them to work together to break down barriers between the private and public sectors and to implement new practices in their operations. It was determined that the following steps should be used in the process of developing a sustainable neighborhood. The first step involves developing the skills and knowledge needed to support and implement sustainable development. The second and third relate to the removal of financial and regulatory barriers. Next are steps related to planning and design that can increase the likelihood of planning/design success and long-term effectiveness. The last two are supporting steps: using marketing and contracting to support and develop sustainable neighbors.
