Державне управління сферою освіти

Abstract

Стаття присвячена особливостям державного управління сферою освіти. Визначено, що новітні тенденції та перспективи розвитку освіти змушують шукати нові підходи та висувати нові вимоги до державного управління сферою освіти, тому державне регулювання у сфері освіти має бути спрямоване на формування стратегії розвитку освіти, яка є загальною основою її реалізації. Доведено, що державне управління сферою освіти є окремою сферою державного управління, яка на основі законів та інших нормативних актів планомірно впливає на сферу освіти та спрямована на розвиток цієї цілісної системи. Встановлено, що управління сферою освіти в Україні базується на законах, постановах Верховної Ради України, указах, розпорядженнях Президента України, Кабінету Міністрів України, а також на досягненнях психолого-педагогічної науки та передовому освітньому досвіді. З'ясовано, до основними органами, які здійснюють державне управління сферою освіти в Україні є Кабінет Міністрів України, центральний орган виконавчої влади у сфері освіти і науки, центральний орган виконавчої влади із забезпечення якості освіти, постійно діючий колегіальний орган у сфері забезпечення якості вищої освіти; державні органи, яким підпорядковані заклади освіти, Верховна Рада Автономної Республіки Крим, Рада міністрів Автономної Республіки Крим та органи місцевого самоврядування. Обгрунтовано, що держа вне управління сферою освіти має здійснюватися на основі інноваційних стратегій, відповідно до принципів сталого розвитку, створення сучасних систем освітніх проектів і моніторингу. Виявлено, що державне управління освітою повинно мати на меті організацію та забезпечення оптимальних умов функціонування сфери освіти, вимагати створення системних механізмів саморегулювання на національному, регіональному та місцевому рівнях. The article is devoted to the peculiarities of state management in the field of education. It was determined that the latest trends and perspectives of education development force to look for new approaches and put forward new requirements for state management in the field of education, therefore, state regulation in the field of education should be aimed at forming a strategy for the development of education, which is the general basis for its implementation. It has been proven that the state management of the sphere of education is a separate sphere of state administration, which, on the basis of laws and other normative acts, systematically affects the sphere of education and is aimed at the development of this integral system. It has been established that the management of the sphere of education in Ukraine is based on laws, resolutions of the Verkhovna Rada of Ukraine, decrees, orders of the President of Ukraine, the Cabinet of Ministers of Ukraine, as well as on the achievements of psychological and pedagogical science and advanced educational experience. It was found that the main bodies that carry out state management in the field of education in Ukraine are the Cabinet of Ministers of Ukraine, the central body of executive power in the field of education and science, the central body of executive power in the field of quality assurance of education, the permanent collegial body in the field of quality assurance of higher education; state bodies to which educational institutions are subordinate, the Verkhovna Rada of the Autonomous Republic of Crimea, the Council of Ministers of the Autonomous Republic of Crimea and local self-government bodies. It is justified that the state management of the sphere of education should be carried out on the basis of innovative strategies, in accordance with the principles of sustainable development, the creation of modern systems of educational projects and monitoring. It was revealed that the state management of education should aim to organize and ensure optimal conditions for the functioning of the education sphere, to demand the creation of systemic mechanisms of self-regulation at the national, regional and local levels.
